SAIC is seeking a Supply Chain Manager to support the NASA Exploration and In-space Services (NExIS) program at NASA Goddard Space Flight Center (GSFC) on the Omnibus Multidisciplinary Engineering Support Services (OMES) II contract, a multidisciplinary engineering effort in Greenbelt, MD.SAIC is seeking a Supply Chain Manager to support the NASA Exploration and In-space Services (NExIS) program at NASA Goddard Space Flight Center (GSFC) on the Omnibus Multidisciplinary Engineering Support Services (OMES) II contract, a multidisciplinary engineering effort in Greenbelt, MD.

The OSAM-1 mission is a Goddard Space Flight Center (GSFC) NExIS managed mission. OSAM-1 is a robotic servicing mission designed to refuel a Low Earth Orbit (LEO) satellite. It contains 3 elements: the Flight Element comprised of the OSAM-1 Servicing Vehicle (RSV) and development testbeds, the Ground Element comprised of the systems required to conduct RSV operations and the supporting networks and facilities, and the Launch Element comprised of the Launch Vehicle and supporting facilities and services. NExIS is responsible for the design, engineering, development, test and operations of the OSAM-1 Mission through an integrated team at GSFC. The Servicing Payload design, development and RSV integration will be conducted at GSFC.

JOB DESCRIPTION:

The Supply Chain Manager will primarily be supporting NExIS procurement activity for the OMES contract. Support will be on the program management level; this is not a buyer or contracts manager role.

Job duties include:

  • Process owner and administrator for OMES II Supply Chain (requirements identification to product delivery) coordinating with stakeholder, including:
    • OMES Product Teams
    • NASA Resource Analysts
    • OMES Quality Control
    • SAIC Project Control
    • Subcontractor Procurement Agents
    • SAIC Materials Procurement
    • SAIC Subcontracts
  • Drive the development and modification of processes/tools related to procurement of products and services on the OMES contract
  • Track, follow up, and report on statuses on various specific procurements for NASA NExIS programs. Ensure end-users are notified if items will be delayed.
  • Integrate new procurement systems with OMES subcontractor procurement providers to the extent practicable
  • Generate documents and procedures, training materials, or other materials necessary to minimize friction and maximize efficiency of the procurement process.
  • Train end-users, managers, and customers on procurement processes and the use of procurement tools.
  • Tracks, manages, and reports on technical and programmatic milestones and deliverables related to job duties
  • Meet with customer(s) to assess effectiveness of assigned programs
  • Assist the OMES technical team with sourcing and procurement strategy development, demand forecasting, qualifying sources of supply (in coordination with SAIC/Subcontract procurement), assessment and mitigation of supply chain constraints, and evaluating/documenting supplier performance
  • Other duties as assigned by OMES II or SAIC Management

Qualifications

Required Education and Experience:

  • Bachelor’s degree in Business-related or STEM field
  • 6+ years related industry experience
  • Experience managing procurements in a government contracting environment
  • Ability to multi-task
  • Strong communication skills and ability to professionally interact with customers, subcontractors, engineers, and management
  • Excellent critical thinking skills

Desired Experience:

  • Experience managing programs and/or procurements at NASA GSFC
