SAIC is seeking a candidate for its Subcontracts Analyst St position in Oak Ridge, TN. This position is in support of SAIC’s Corporate Services Procurement department and candidate will manage moderate to high complexity requests and administer contract agreements/purchase orders.  Note: This job is available remote for candidates local to Oak Ridge, TN. 
 
Responsibilities:

• Develop purchasing strategy to meet proposal requirements 
• Recommends suppliers based on experience and capabilities to provide quality products on time
• Issues Requests for Proposal/Quote in accordance with corporate procurement guide, scope/requirements, and terms, and conditions
• Analyze proposals for all areas of compliance (cost/schedule/T&C/technical/etc.) and will be involved in supplier negotiations leading to contract/purchase order execution.
• Develops and negotiates of favorable prices, terms, schedules and other provisions of purchase orders and acquisition contracts, ensuring consistency with program needs
• Ability to negotiate customer Terms and Condition as well as understanding and negotiating of End User License Agreement terms and conditions
• Issue purchase orders/contracts for goods and services supporting SAIC’s Corporate customers (HR, ITO, Finance, Marketing, etc)
• Contract/Purchase order administration/file maintenance, including supplier management
• Collaborate with supplier quality to add and qualify new suppliers
• Analyze production/procurement data to develop procurement strategy for the projects you are supporting
• Confers with suppliers and analyzes suppliers' operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules  
• Lead cost savings initiatives to meet company goals  
• Closeout for all procurement related activities and supplier customer management, including negotiating price/cost and price/cost-related terms and other contract provisions 
• Assume other responsibilities as requested

Qualifications

Required Education:

• Bachelor’s Degree and six (6) years or more of related experience; Master’s and four (4) years or more of related experience. Additional years of experience considered in lieu of degree. 

Required Qualifications:

• Experience with FAR/DFAR regulations 
• Previous experience purchasing goods and services
• Previous purchasing experience in a supply chain management environment
• Understanding of cost/price analysis concepts and be able to implement on complex supplier proposals and agreements

• Organized and detail oriented with the ability to make critical decisions in support of companies multiple organizations.
• Excellent time management skills  
• Solid communications skills, both written and oral. 
• Ability to communicate across several levels of staff, internal customers and vendors. 
• Ability to prepare, lead, and conduct status briefings; prepare and staff weekly updates   
• Strong team player  
• Highly experienced with Microsoft Office Suite, especially Word, Excel and Outlook  
• Ability to work independently with minimal supervision  
• Exhibit critical thinking and analytical skills 

Desired Qualifications:

• Previous purchasing experience in a supply chain management environment
• Advanced Excel skills
• Advanced Word skills
• Understanding of cloud services and acquisition strategy of cloud services
