Job Description


SAIC is seeking a Contracts Senior Principal to manage both proposals and contracts for State and Local Governments, Federal Government Agencies, and Commercial Customers. The position requires an in depth knowledge of State and Local contracting including negotiations experience as well as hands on experience with the government acquisition process from opportunity announcement through proposal submission; contract negotiations through award continuing with cradle to grave administration. The candidate will conduct the preparation, negotiation, acceptance, and management of contracts to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications, including statutory laws, Federal Acquisition Regulations (FAR) and the Uniform Commercial Code (UCC). This position can be worked remotely 100% nationwide. 

Duties shall include:

  • Reviewing RFP’s and generating cost submission volumes
  • Reviewing contractual documents to ensure adherence to government regulations, company policy requirements, and conformance to any overarching master agreements, and government flow-down clauses where company is a subcontractor
  • Advising management, program teams, and Leadership of contractual rights, obligations, and risks
  • Interpreting terms and conditions and generating counter language and/or contractual assumptions
  • Participating in financial reviews and internal program performance reviews
  • Preparation, negotiation, and administration of teaming agreements and proprietary information agreements
  • Creation and management of OCI Plans.  

This position requires the ability to multi-task, work independently, and develop solutions to complex proposal and/or contract challenges. The successful candidate will represent the organization as a prime point of contact and spokesperson on contracts or projects; will interact with senior internal and external personnel on significant matters often requiring coordination between organizations to include legal. The successful candidate will also act as a mentor to more junior team members.


Required Education:

  • Bachelor’s Degree in Business Administration or a related business discipline with fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience

Required Qualifications:

  • Minimum of ten (10) years of related experience in contracts administration
  • Strong understanding and wide application of principles, concepts, practices, and standards in government contract administration
  • Experience with multiple contract types including Cost Reimbursable (CR), Time and Materials (T&M), Firm Fixed Price (FFP) and multiple Task Order IDIQ type contracts
  • Full knowledge of industry practices, including experience in aaS
  • Ability to function well in a fast-paced, dynamic work environment
  • Ability to manage multiple projects and tasks simultaneously
  • Ability to effectively influence, negotiate, and communicate with internal and external business partners and interact with senior leadership of the Customer Group
  • Ability to resolve highly complex issues, develop negotiating strategies and provide creative solutions
  • Strong interpersonal, written and oral communication skills

Desired Qualifications/Certifications

  • Professional Certifications (CPCM/CFCM) are desired but not required
  • Experience with Managed Services contracts is a plus
