SAIC is looking for a Principal Systems Engineer Information Operations candidate to provide technical assistance and recommendations regarding the planning, implementation, and management of Battlespace Awareness and Information Operations (IO) systems.  Support includes providing high quality engineering advisory services as they relate to evaluating future capability requirements, training and planning support, assisting in the development of doctrine, tactics, techniques, and procedures, advocating requirements in support of future effects-based warfare, assessment of Research & Development (R&D) and Science and Technology (S&T) efforts, and managing functional data for Information Operations for our U.S. Navy Information Operations customer located in Ft. Meade, MD. The selected individual will:

• The contractor shall provide systems engineering and technical support for ongoing Information Operations and advanced technology developments and policies to the Navy IO Customer.
• Draft communications, both email and formal letters, to multiple technical, policy, and fleet issues dealing with SIGINT.
• Serve as a subject matter expert (SME) of ongoing SIGINT issues and operations and provide detailed analysis to senior military and civilian officials.
• Provide subject matter expertise for development of Fleet employment of Information Operations and related systems to include CONOP, CONEMP, and OPTASK development.
• The Contractor shall provide subject matter expertise support in meetings, technical working groups, technical exchange meetings, and Commander’s Update Briefs.
• Provide assessments, advanced development priorities, and the review of R&D and S&T programs, proposals, projects, and others as directed.
• Review and provide prioritization and feedback of Federal Government and Fleet Information Operations and Cryptologic future needs and requirements.
• Provide support for Human Language Technologies (HLT) supporting implementation across the Navy enterprise.
• The candidate shall provide support to Navy IO Customer in the modernization of its worldwide SIGINT architecture.
• Provide technical support and subject matter expertise to other cryptologic modernization efforts for surface system and other platforms.
• Provide technical support for future cryptologic systems architecture development, tabletop exercise development, and war gaming.
• Provide engineering services necessary to assess the technical viability of TechSIGINT and Cryptologic programs and related efforts.
• Communicate requirements, work products, progress, and deliverables schedules to senior level civilians and military personnel.

Qualifications

Required Skills, education and experience:  

Ability to work with and build relationships with a variety of stakeholders, government technical representatives, and other supporting contractors; excellent written and oral communications; ability to work independently or in a team collaborative environment; ability to brief senior government personnel.

• Bachelor’s Degree and Science, Engineering or Math and 17+ years of experience; Masters and 15 years or more experience. 4 additional years of applicable experience is acceptable in lieu of advanced education.
• Must have TS/SCI clearance with counter-intelligence polygraph
• Extensive prior Military experience with Naval IO systems
