Description
Researches and drafts regulatory documents and reviews documents for accuracy, completeness, and compliance with appropriate requirements. Available to consult on technical, legal, and regulatory aviation issues related to specific tasks. Is responsible for summarizing and analyzing public comments, researching aviation and other regulatory issues, participating in special projects, working with Government and industry personnel, and conducting Internet research.
Provide expertise and research in support of FAA Flight Standards and Technologies for UAS operations in the National Airspace System (NAS). Part 107. Provide expertise for the development of requirements and safety regulations weather gathering or weather knowledge for Part 107 operations. Support identification of approved sources of weather for aeronautical decision making for commercial UAS operations. Support development of standards guiding, weather products for UAS flight planning, forecasting of weather at altitudes below 400 feet , terrain variances, in geographically mountainous regions versus plains regions, as well as urban environments that pose a significant mechanical turbulence risk which is difficult to ascertain. Support development of safety standards or regulations exist to determine and mitigate the risk of weather incursion. Research is required to 1) develop and verify a Visual Weather Observation System (VWOS), 2) determine procedural changes for UAS operations in the NAS with respect to establishing a means to accept and/or approve weather detection, prediction, application, and integration systems for use in all UAS operations.
Provide expertise in aviation weather and flight operations for 14 CFR Parts 91, 121. 135 and 137 to support development of the following:
C. Coordination with UAS Test Site program to verify the needs/requirements of the UAS VWOS program.
Output from Task 3 (FY24): UAS Test Site Program Coordination Plan
D. Based on previous research, develop a list of modified weather standards and/or new weather standards for data and forecasts needed by UAS operators.
E. Determine a means to accept/approve weather information/data for use in all types of UAS operations.
Update all plans based on industry feedback and submit written report.
F: Standards/procedures/requirements listing, modification, and generation:
G: Develop the UAS Visual Weather Observation System (VWOS) weather information/data.
H: Implement modified standards/procedures/requirements for UAS operations.
Outputs from Task 8 (FY28) - Identify existing standards/procedures/requirements in for UAS operations.
Qualifications
Master’s Degree and 10 years of aviation-related or regulatory drafting experience. Master’s Degree may be waived with Bachelor’s Degree and 15 years of related experience.
US Citizenship required with the ability to obtain and maintain a Public Trust clearance
