Description

Individual will serve as a member of the SAIC governance team supporting Cybersecurity and Infrastructure Security Agency (CISA) Emergency Communications Division (ECD) organization. The role will provide technical writing and editing, administrative support, and analytical support to Government Contracting Officer’s Representatives (COR).  Primary responsibilities include assisting one or more CORs by:
 
1. Draft Statements of Work (SOW) and Performance Work Statements (PWS) and other documents/artifacts as requested by the COR:  Under the direction of the COR, utilizing a template or current artifact as a base, draft new artifact(s) for new contracting actions.   Artifact specific guidance may also be available to support the development.  The COR will provide artifact specific guidance.  Artifacts will require one or more rounds of internal and external (beyond the sub-division) reviews.  This activity includes the editing, comment adjudication, and artifact finalization including version and quality control activities.
 
2. Performing market research, analysis, and results reporting:  Under the direction of the COR, perform basic and targeted market research to answer contract relevant questions as directed by the COR.  Data discovered while researching will be aggregated, analyzed and the results documented for internal use and/or one or more reports, tables (spreadsheet(s)), and figures or graphics generated.
 
3. Draft Independent Government Cost Estimates (IGCE): Under the direction of the COR, develop initial rough order of magnitude (ROM) estimates for the associated contract action and period of performance.  Assistance may be available for ECD cost analyst at the COR’s discretion.  ROM estimates must then be refined and document as required for procurement planning and contract proposal validation.
 
4. Document, coordinate, and track action items, document review status, and deliverables: Assist the CORs and Program acquisition Management (PAM) Branch management to maintain a current action item status, by contract, for PAM Branch contracts and current contract actions. This includes but is not limited to contract artifacts – their status, assignee (both internal and external), due date and associated action items, both closed and open.

Qualifications

Requirements:

  •  A BS/BA and 5 years relevant work experience
  •  Excellent oral and written communication skills
  •  Proficiency with all Microsoft (MS) Office standard software
  •  Excellent proof reading, grammar, and spelling
  •  3+ years working within a contracts or procurement office providing good working knowledge of  SOW/PWS, IAA, FAR, and common contract language and terminology – preferably in a Federal government environment

Target salary range: $115,001 - $125,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
