SAIC is seeking motivated, dedicated and energetic Program Control Analyst (PCA) to support a newly awarded USAF program in Chantilly, VA.  

If you are well-versed in Earned Value Management (EVM), this is the position for you! In this role, you’ll work to independently monitor and analyze program status on a daily basis. You’ll be expected to provide support in all areas of program control and business management in support of both program and corporate deliverables.

This position requires coordination with Control Account Managers and the Program Manager.

Responsibilities include, but not limited to:

  • Updating program financial risks and opportunities in order to create and understand program best case, worse case, and most likely EACs
  • Set-up and Preparation of financial internal/external reports out of Cobra to include Contract Performance Reports (CPR) Formats 1-7, Forecasts, EACs/ETCs, WBS Setup, charge number set-up practices, monitoring subcontractor costs
  • Prepare budgets for all contract work and performs financial analysis such as funding profiles, revenue outlook, variance analysis
  • Set-up WBS elements in Cobra that tie to the WBS dictionary and the IMS to the Work Package level
  • Input forecast spreads at the Work package level into the correct WBS
  • Take performance at the Work package level for all discreet tasks in Cobra

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and 10 or more of related experience; Masters and 8 years or more experience; PhD and 0 years related experience

  • Must have an active TS clearance  
  • Bachelor’s degree (will consider experience in lieu of a degree) with 5+ years of government contracting experience
  • Advanced skills in Excel
  • Proficiency with Microsoft Office
  • Complete understanding of Cobra importing of actuals, forecasts, baselines, and reconcile dates with the program scheduler
  • Ability to set up WBS elements in Cobra and the ability to format and create government reports out of Cobra
  • Ability to balance long-term thinking with short-term execution
  • Ability to understand Earned Value and how to take performance in Cobra
  • Ability to interface with various functional departments (contracts, subcontracts, accounting, etc.) and Liberty Bell Control Account Managers and communicate effectively
