JOB DESCRIPTION:

SAIC is seeking a Systems Engineer Manager to serve as the Contractor Element Lead (CEL) for a systems engineering and technical advisory (SETA) team at a customer site in Las Cruces, NM.  This position performs both leadership and technical functions in support of customer requirements.  The successful candidate will:

 

  • Lead and manage operations and systems engineering teams in the transition of all system capabilities at customer site
  • Work in partnership with Government element lead (GEL) to detect and address gaps and opportunities across site for all contract requirements
  • Regularly interface with government leadership on management issues related to tasking, priorities, and staffing for a 16-person SETA team providing operations, engineering, labs, and acquisition services
  • Ensure the local SETA team accomplishes all tasking as mutually determined by the GEL and Contract Program Manager, and effectively responds to dynamic tasking, such as requirement development reviews through operations support
  • Meet with government daily to discuss systems engineering activities through operations to include element-unique topics and issues related to contract performance
  • Ensure adequate staffing levels are maintained to meet contract requirements 
  • Lead local quarterly 1-to-N prioritization process for staff allocation of resources and management awareness across all site contract requirements  
  • Collaborate with other CELs across the Enterprise on technical and program management topics
  • Provide regular status updates to the Merlin Program Manager (PM)/Deputy PM
  • Provide system engineering technical support to SEIO and the Site Chief Engineer
  • Provides end-to-end engineering support for full lifecycle to ground system operations
  • Develops and review acquisition plans, service level agreements, level of effort agreements, statements of work, and business case analyses of the System Engineering and Integration contracts at the government site 
  • Assist with planning for the integration and transition of future systems capabilities into the operational baseline, including Command and Control, Tasking, Vehicle, and Processing systems
  • Lead mission basing and strategic planning activities ensuring operations, facility, and engineering organizations are available to effectively plan for future power, space and cooling requirements.
  • Develop briefings and assessments for a variety of audiences, convey information in a clear and articulate manner to government leadership
  • Identify and communicate system engineering risks, issues, assumptions, mitigations, and dependencies

Qualifications

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in science, technology, engineering, math (STEM) or related technical field, and fourteen (14) years or more relevant experience.  STEM degree is a contractual requirement.
  • Minimum 10 years’ experience with National Reconnaissance Office
  • Minimum five years’ experience as a lead within programs/projects of similar size, scope
  • Minimum five years’ experience of supporting 24/7 operations

Required Skills:

  • Knowledge of GEOINT space and ground architecture including mission control and/or mission processing functions
  • Demonstrated success working in a high visibility position that requires self-motivation; strong technical and leadership background
  • Professional and tactful under pressure; effective negotiation with diplomatic skills
  • Strong systems engineering and project management skills
  • Self-starter, master at multi-tasking; proactively develops plans, acts, and drives tasks to closure
  • Thought leader; expert at solving complex, abstract customer requirements
  • Polished communicator, written and verbal
  • Generates consensus on topics with varied positions, promotes collaboration among all stakeholders 
  • Familiar with systems development processes (e.g. AGILE, Spiral, Waterfall, etc.) and cloud technologies

Desired Skills/Education:

  • Familiar with JIRA, Confluence
  • PMP, INCOSE, SAFe certifications

Clearance:  TS/SCI with poly required
