SAIC is expanding its services to a rapidly growing program office in support of National Security. For this program, SAIC is seeking a Senior EVM and Schedule Analyst to spearhead analysis of project controls information, with a heavy emphasis on schedule. This position requires detailed knowledge of earned value management systems, policies, reporting, metrics and analysis, as well as expert-level knowledge of project scheduling concepts, policies, best practices, metrics and analysis. The heavy emphasis on schedule requires the ability to analyze schedule submissions, especially focusing on performance efforts where EVM data may not be required, develop and maintain an integrated program-level schedule for multiple efforts with outputs supporting varying customers, as well as expertise performing and analyzing schedule risk assessments. The analyst will be required to provide periodic updates tailored to varying audiences, from technical leads to senior organization leadership, and will also be required to support varying other budget and contracts team taskers as required

Qualifications

Job duties include:
· Ensure adequate scheduling and EVM processes are in place to assess contractor's EVM and schedule deliverable’s compliance so data is accurate, reliable, and timely
· Perform analysis of contractor earned value and schedule deliverables, to include quality/health checks, execution/progress/realism analyses, as well as critical path and trend analyses
· Fully integrate and reconcile contractor schedules into program-level master schedules for each program, and create output products for various users of the information
· Support enterprise schedule development and maintenance, to include updating, statusing and change control, and support in analyzing and presenting as required
· Perform regular Schedule-Risk Analyses
· Produce and present monthly and quarterly analysis and briefing materials, and participate in various meetings with contractors and government leadership
· Perform earned value and schedule analysis in support of integrated baseline reviews (IBRs) & support scheduling efforts joint surveillance reviews (JSRs), or for any source-selection activities required
· Act as a resource for government and contractor personnel on EVM and scheduling policies, guidance and best practices
· Support budget and contracts teams as required

Qualifications:

TYPICAL EDUCATION AND EXPERIENCE: 
Bachelors and fifteen (15) years or more of related experience; Masters and twelve (12) years of related experience

CLEARANCE REQUIREMENTS:
· Active TS/SCI clearance with Poly

REQUIRED EXPERIENCE & QUALIFICATIONS:
· Detailed knowledge of EVMS, to include the EIA-748, DoD EVMSIG and familiarity with corporate system descriptions
· Experience in building, maintaining complex integrated schedules, including master/subproject files and server-based scheduling instances
· Expert level knowledge of critical path analysis, schedule execution/progress/realism metrics, schedule health diagnostics such as the DCMA 14-point assessment, and newer concepts such as earned schedule and earned duration
· Demonstrated ability to effectively perform and complete difficult/time-sensitive assignments
· Understanding of cost and schedule development and controls
· Familiarity with various planning methodologies, to include traditional waterfall, rolling-wave and Agile
· Experience producing and presenting analysis briefs for various audiences, ranging from senior organization leadership to technical leads
· Strong background working with multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
· Experience running Schedule Risk Analysis (SRA)
· Project Management Professional (PMP) and other EVM and/or Schedule-related certifications
· Experience using NRO financial tools
· Experience in NRO, IC, and DoD space acquisitions and program management processes

· EVM data Metrics and meanings
· Budget and contracting processes such as invoice reconciliation, and producing requests for contractual action
