Job Description

Description

SAIC is seeking a Program Analyst to support our team in Washington D.C. Join SAIC’s OneSETA Team to provide our government customer with Systems Engineering & Technical Assistance (SETA) support. SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security. As part of the Homeland Security Act of 2002, Public Law 107-296, Congress enacted several liability protections for providers of anti-terrorism technologies. The SAFETY Act provides incentives for the development and deployment of anti-terrorism technologies by creating a system of "risk management" and a system of "litigation management." The purpose of the Act is to ensure that the threat of liability does not deter potential manufacturers or Sellers of anti-terrorism technologies from developing and commercializing technologies that could save lives.

For this position at DHS Office of Safety Act Implementation (OSAI), the Program Analyst will support the application process to determine if a private sector offering is a Qualified Anti-Terrorism Technology. One of the main priorities for OSAI is to efficiently address the increasingly complex applications packages while providing applicants with high quality customer service; ensuring timely responses to inquiries and the completion of evaluations within the congressionally mandated timeline.

Specific duties of the Program Analyst include:

  • Monitor and maintain Director and OSAI calendars, coordinate meetings and conference calls to include scheduling with internal and external stakeholders, conference rooms, and foreign national visitor clearances (as appropriate).
  • Arrange domestic, international and invitational travel and submit vouchers for OSAI Director/Deputy Director.
  • Provide OSAI applicant-support-line services by answering and responding to calls, retrieving and responding to voicemail messages.
  • Provide responses to help tickets within 24-72 hours sent via the SAFETY Act Help Desk and coordinate with appropriate personnel to help close outstanding tickets.
  • Review and prepare pre-application and full application letters to include memoranda, final document packages, briefings, and other correspondence for technical accuracy.
  • Provide application approval to the appropriate OSAI case manager saving documents in the SAFETY Act Management System, providing quality assurance reviews and completing special projects related to OSAI applications.
  • Ensure documents/materials are assembled, prepared, reviewed and approved by the Director/Deputy Director/Case Manager for applications, upcoming meetings, and site visits.
  • Coordinate the development of presentation materials, to include the preparation of webinars, PowerPoint slides, teleconference media, and other meetings as requested.
  • Provide expert ability to provide a high degree of writing skills, ability to work cooperatively with all audiences within the congressionally mandated application review timeline.
  • Use a variety of MS Office and project management applications, as well as other custom applications to perform agency-specific administrative tasks.
  • Provide thorough quality assurance reviews for all OSAI correspondence and documentation.
  • Coordinate and execute drop off and pick up of OSAI binders with OSAI IT Support and the Institute for Defense Analysis (IDA).
  • Work with applicants throughout the pre-application and application processes to facilitate their understanding of the qualifications needed for SAFETY Act protection.
  • Provide stellar customer service to applicants on behalf of OSAI; ensuring high-quality customer service is provided and maintained.
  • Establish and maintain positive communication channels between OSAI, S&T Exec Sec, S&T leadership, and other OSAI stakeholders within and outside of S&T.
  • Develop and maintain reports to track evaluations to ensure completion within the timeframes set forth in the Final Rule.
  • Maintain documentation for all formal evaluation processes; assess evaluation process and make recommendations to improve the speed and efficiency of the awards given to Anti-terrorism technologies; implement recommendations approved by the program manager.
  • Perform outreach to government procurement officials to help integrate the SAFETY Act into the procurement process.
  • Inform potential applicants and the private sector about the benefits of the SAFETY Act by preparing and giving fact sheets, briefings, and delivering information in person, by phone and online.
  • Maintain the security and confidentiality of all sensitive and proprietary information submitted by applicants.
