SAIC is seeking an expert-level database engineer and programmer to provide Acquisition Program Management expertise for NGA's Enterprise and Architecture office with the CIO/Enterprise Engineering Directorate. The candidate will work with an improve existing coding with multiple database tools that manage program technical work and budgets; generates office-level budget execution reports, tables and graphs; and support generation of multi-year spend plans.

Become a vital member of dedicated team improving multi-year, integrated management of cost, schedule, performance, and decision-making for multiple technical programs.

  • Provide database programming using skills in MySQL, MS Access, and Visual Basic for Applications (VBA) to optimize program performance by:
    • Improve established database tools to improve conceptual design and architecture in support of major systems acquisitions and other programs,
    • Evaluate data outputs from agency systems of record and establish ingest protocols for use in program manager’s decision
    • Provide quality control checks of predecessor-dependent relationships in technical work, balancing of budget authority, and compliance with fiscal law
    • Linking contracts and life-cycle planning with financial resources,
    • Establishing traceability between required performance measures, work breakdown structure, dependencies, and periods of performance to establish critical paths,
    • Tracking requirements burn-down and delivered capabilities,
    • Providing actionable information backed up by data integrity and qualitative analysis,
    • Enable analysis to meet objectives of earned value management (EVM)
    • Develop output reports for Tableau and MS Excel pivot tables for program managers, technical SMEs, and budget analysts.
  • Develop and maintain databases and file structures to support program management, managing stakeholder requirements to identify and prioritize enhancement.
  • Consult with Systems Engineering and Integrations teams for segments and other programs to obtain and utilize requirements to anticipate questions and needs.
  • Assist the Program Manager in fitting program and discipline solutions into systems and solutions level within the Enterprise.
  • Develop reports and formats to communicate progress and problem resolution for complex projects and major systems acquisitions.
  • Advise on complex, sensitive, and strategic program issues, applying knowledge of program and group interdependencies and implications for solutions that support the mission.

This team works closely with the government in a cooperative environment where initiative is encouraged and recommendations are both welcome and often implemented. The team has proven its ability to improve the client's financial execution and works collaboratively in furtherance of the agency's mission.

Qualifications

Required:

  • Bachelor’s Degree in Information Systems, Business or a related field such as Economics, Accounting, or Finance.
  • Extensive programming experience using MySQL, MS Access, Visual Basic for Applications (VBA) or other databases to record data to capture high-level required performance metrics (RPMs) down through derived requirements for  technical segment development, with links to required resources as part of traditional and/or agile development.
  • 15 Years of demonstrated specialized experience as a Program Manager in terms of cost, schedule, performance, and risk management.
  • Project Management Professional (PMP), DAWIA Level III certification in Program Management or equivalent specialized experience with Project Management tools and techniques.

Desired:

  • Demonstrated experience in managing data for integrity and database performance and in adapting current code for improved overall performance and capability.
  • Demonstrated experience in Department of Defense (DoD) and or NGA acquisition processes.
  • Demonstrated knowledge of the geospatial intelligence mission and its contributions to the Intelligence Community.
  • Demonstrated experience with the identification of technical issues and proactive communication of possible impacts.
