Job Description


SAIC is looking for a Cyber Operator - Capability Testing individual to support the C-TOC's Weapons and Tactics Director with providing technical oversight of activities, to include coordination of testing and release of capabilities and techniques. The successful candidate must be able to conduct analysis and recommend solutions to complex issues impacting operations. This position is located at Fort Meade, MD.

This position supports the Comprehensive Cyber Support Services II (CCSS II). CCSS II is a SAIC Prime DoD contract that supports Marine Corps Forces Cyberspace Command. Team SAIC delivers high impact subject matter expertise to help solve complex operational challenges the Marine Corps faces in this dynamic domain of warfare. Our SMEs cover the spectrum from All Source Intelligence Analysts, full spectrum CO Planners, CND/IR, and OCO mission management. 

Job Description: 

  • Contribute to the development of strategies to enable cyberspace options aligned to command priorities.  
  • Provide recommendations for technical oversight of activities aligned to command priorities. 
  • Participate in mission analysis to enable operational planning and campaign planning.  
  • Coordinate and support testing and releasing of capabilities and techniques. 
  • Conduct analysis and recommend resolutions of complex issues impacting operations in varying specialty areas. 


Education and experience:

  • Bachelor's degree and 13-14 years of experience; Master's and 12 years of experience; years of experience may be substituted in lieu of a degree.

Required skills/certifications: 

  • Graduate of the Remote Interactive Operator Training (RIOT) course, FORGE, or USCYBERCOM T10 Basic Operator course. 
  • Must have a minimum of two years' experience and have prior or current certification as a Windows, *NIX, Device Interactive Operator, or Senior Operator. 
  • Ability to conduct tools testing and technical documentation. 
  • Ability to troubleshoot issues and work with tool developers on corrective actions. 
  • Ability to establish and leverage relationships within USCYBERCOM and IC. 
  • Expert knowledge of physical computer components and architectures, including the functions of various components and peripherals, basic programming concepts, assembly codes, TCP/IP, OSI models, underlying networking protocols, security hardware and software. 
  • Proficiency in writing, editing, executing scripts on Windows, Linux, Unix systems. 
  • Experience or demonstrated knowledge of penetration testing techniques and tools. 
  • Experience with toolsets such as Wireshark, Metasploit, Kali Linux, tcdump, NMap, Nessus, Snort, BeEF, IDA Pro, OllyDbg. 
  • Experience with creating and operating on virtual network environments.
  • Proficiency with command line interface.  

Desired skills: 

  • Experience programming in assembly, compiled, and interpreted languages. 
  • Experience with encryption and decryption such as PGP, DES, AES, RSA, PKI. 
  • Knowledge of distributed systems, process control, advanced routing, wireless, telecom and datacom platforms. 
  • Experience programming in C, C++, C#, Ruby, Perl, Python, SQL. 
  • Certifications such as CEH, LPT, GXPN, GPEN, CCNA, CCNP, CCIE, Security+, PenTest+.
