The Air Traffic Organization (ATO) Program Management Organization (PMO), the Air Traffic Systems (AJM-2) Directorate’s sub-organizations include the Agency Support Programs (AJM-234) to include System Approach for Safety Oversight (SASO). The SASO program seeks to develop and implement a comprehensive system safety approach to the oversight of all aviation entities. The goal is to improve safety beyond current levels by enhancing the Agency's data-supported risk-based approach. As a part time member the SASO Team, you will be asked to provide EVM and scheduling support. The ideal candidate will:
Provide Earned Value Management support in the form of weekly cost/schedule variance analysis and weekly cost/schedule status reporting.
Define requirements, establish, and maintain integrated EVM and Integrated Master Schedule (IMS) planning and reporting on an ongoing basis.
Define guidelines, implement procedures, and assist others to establish and maintain an Earned Value Management System (EVMS) compliant with ANSI/EIA 748 and program requirements.
Develop program/project budgets, standards and schedules.
Support IT portfolio management initiatives/components to include development and management of the portfolio management and Capital Planning and Investment Control (CPIC) governance process, direct support to project and portfolio managers, and development and support of IT portfolio policy and governing bodies.
Provide data collection, model development, database management, data normalization, risk analysis, sensitivity analysis, and cost/financial performance monitoring expertise.
Gather, interpret and analyze complex amounts of data and summarize for management.
Develop cost estimating products such as Lifecycle Cost Estimates (LCCE’s), Independent Government Cost Estimates (IGCE’s), Alternative Analysis and Cost/Benefit Analysis.
Participate in technical working groups with engineering, budget, schedule, and acquisition functional team members.
Coordinate the preparation, review and consolidation of client information systems, budgets, acquisitions and business plans.
Ensure adherence to budgets and business plans through periodic review of financial reports and capital appropriation requests.
Provide assistance for proposing, implementing and enforcing policies, standards and methodologies.
Adapt and apply applicable administrative financial and business processes and procedures.
Provide budget formulation and budget execution
The ideal candidate should have:
Bachelor’s degree (BA/BS) in Mathematics, Statistics, Business, Economics or related discipline and a minimum of 20 years of demonstrated experience in cost analysis and scheduling.
Expert understanding of Earned Value Management and reporting functions.
Experience with project scheduling and tracking to include the use of MS Project.
Strong client management skills and presentation abilities
Excellent written and verbal communication skills
Possess a flexible personality, self-motivated and willingness to multi-task.
Strong interpersonal skills and the ability to work both independently and as a part of a team.
Proven analytical and creative problem-solving abilities.
NAS experience and familiarity with the FAA’s Acquisition Management System a plus.
