Job Description


SAIC is seeking a Senior Policy Analyst to support the development of a holistic approach for protecting the Defense Industrial Base technical advantage to safeguard Controlled Technical Information (CTI) and advance policy to evaluate the compromise of CTI and protect the DoD enterprise. Build upon current strategy, policy, and guidance related to DoD Priority Modernization Areas to analyze gaps and develop recommendations to strengthen the DoD technological advantage. Coordinate with OSD, intelligence, and other federal agency stakeholders playing key roles in CTI protection and damage assessment execution, planning, and response initiatives.

Support the development of a comprehensive approach for implementing technology protection strategies focused on S&T agreements, Other Transaction Authorities (OTAs), grants, Cooperative Research and Development Agreements. 

Job duties include:

  • Assist with the development of policy and guidance to include assigning oversight requirements of legally binding agreements to comply with FAR, DFARS, or laws that apply to procurement activities involving S&T development and prototyping.
  • Provide information and counsel to OSD senior staff and Principal Directors on DoD operational challenges, capability gaps, current and future concepts of operations related to Technology Protection Activities.
  • Support development of Technology Area Protection Plans (TAPPs) and accompanying associated annexes.
  • Develop training and education materials that reflect TAPPs guidance for protection and OSD policy for inclusion in DAU, DAWIA curriculum and other guidance dissemination venues as appropriate.  
  • Conduct assessments and proposes recommendations for development of S&T Protection measures and guidance.
  • Assist in determining the application of technologies to address operational challenges of military operations to include program planning, development and execution.
  • Facilitate visits by the Director, MTA and staff to specific Service, Combatant Command, and DoD organizations in support of USD(R&E) key priorities.
  • Identify and interface with military services’ requirements, acquisition and operational communities to assist MTA Senior staff and PMs in establishing enduring relationships and creating advocacy for MTA support and capabilities.


Education & Experience

  • Bachelor’s degree in a technical/scientific related field
  • Minimum of 15 years overall experience, including:
    • Ten years of experience providing support and operations management to DoD acquisition programs or weapon system platforms
    • Five years' experience as a liaison between Program Office and Oversight organizations
    • Demonstrated work experience in OSD oversight role
    • Three years of demonstrated Science and Technology Protection Activity experience
    • Demonstrated knowledge of Program Protection Support
  • Basic knowledge/skills:
    • Defense Industrial Base Cyber Security Policy
    • Defense Acquisition Policy


  • Active Top Secret clearance with SCI eligibility

Desired Qualifications

  • Prior military experience
  • Prior OSD experience
  • Familiarity with Program Protection Plans
