SAIC is seeking a Program Analyst with experience in government contracting to support the National Oceanic and Atmospheric Administration (NOAA) in its Paperwork Reduction Act (PRA) responsibilities. We are seeking an individual with previous experience in PRA administration. The individual will support the Federal PRA Officer with immediate PRA submissions, serve as the National Ocean Service PRA Poing of Contact, and train sponsors or other coordinators as necessary.

The ideal candidate will be attentive to details, able to review documents for proper grammar and punctuation, and be able to think outside the box since NOAA information collections tend to have a lot of idiosyncrasies. The ideal candidate will also be self-motivating and able to work independently.

Job Duties:

The individual will support the NOAA PRA Officer in performing their duties and will act in the Officer role in the even of their absence. The individual will serve as the PRA point of contact and coordinator within the NOAA National Ocean Service (NOS) and will be required to:

  • Answer questions about PRA process and requirements within NOS
  • Assist in the preparation of Information Collection Request (ICR) documents as necessary
  • Provide training as appropriate
  • Remind sponsors about renewals and upcoming deadlines
  • Determine a new sponsor if the previous sponsor is no longer the correct POC
  • Attend any meetings between the NOAA PRA Officer and the NOS sponsors to ensure there is a complete understanding of collection activities
  • Review all PRA documents for NOS collections to ensure completeness, compliance with grammar, punctuation, etc
  • Ensure forms have an OMB Control Number, expiration date, PRA Burden statement, and Privacy Act Statement if applicable
  • Enter ICR information and documentation into the system for all NOS collections (extensions, revisions, change requests, reinstatements)
  • In the absence of NOAA PRA Officer, submit documents directly to DOC for processing
  • Review the Federal Register for the posting of any notices associated with collections.
  • Liaise with the NOAA PRA Officer on PRA matters

Qualifications

Bachelor's Degree and 10+ years of experience.

Knowledge and experience with Paperwork Reduction Act is essential.

Able to work independently. 

Good editing and grammar skills are required.



Target salary range: $95,001 - $105,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.

Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
