SAIC is seeking a highly qualified and experienced Program Manager to lead a Logistics IT (LOG-IT). Program contract include support for Naval Air Systems Command (NAVAIR) Program Executive Office, Aviation Common Systems and Commercial Services (PEO(CS).  

Work will be primarily be performed on site in Patuxent River, MD. The role may allow some remote/flexwork from the local area.

This opportunity is contingent upon contract award, anticipated in Summer 2022.

Job Summary: The Project Manager is the overall manager for the contract effort and serves as the authorized point of contact to interface with Government representatives.   The Project Manager is responsible for successful management of all contract activities, deliverables, and interfaces with Government management personnel, Contract managers, and all subcontracting team members.

Additionally, the Program Manager will:

  • Maintain and manage the client interface at the senior levels of the client organization.
  • Maintain frequent and open communication with the Contracting Officer (CO), Government PM, Stakeholders, or CO designated representative(s).
  • Possess excellent oral and written communications skills with a demonstrated capability for dealing with all levels of Government management personnel, Contractor managers, and other Government representatives
  • Possess strategic thinking and the ability to synchronize priorities across the enterprise while improving mission operations and customer satisfaction. 
  • Responsible for planning, supervision, and execution of all aspects of contract performance; executive level direction; technical, schedule, cost, and financial performance; while using strong interpersonal and communication abilities.
  • Implement procedures for the efficient integration of technical and programmatic support functions, the successful implementation of governance process improvements, and delivering outcomes that result in the government achieving their strategic objectives.
  • Organize, direct, and manage contract operation functions, involving multiple, complex and inter-related project tasks.
  • Manage and integrate activities in accordance with contract requirements.
  • Determine contract costs and ensure conformity with contract terms and conditions.
  • Manage risk and customer relationships.

Qualifications

Job requirements:

  • Secret Clearance
  • Location is at a Government Facility Located in PAX River, MD
  • Ability to travel up to 10% of the time

Required Education and Experience

  • Bachelor’s Degree and 18+ (eighteen) years of related experience.
  • Must be able to pass a Government background investigation.
  • Program management experience with DoD.
  • Experience implementing services that include application and web development; systems engineering; cybersecurity management; systems implementation; data analysis; configuration management; Agile, and DevSecOps  methodologies; and training services.

Required Management Experience:

  • Demonstrated ability to prioritize tasks and requirements based off understanding the impacts of those to the operational mission.
  • Strong analytical skills; quickly determine deliverable expectations of project, presentations, reporting and deliver on-time or early with validated, quality data and professional presentation
  • Ensures team leadership remains focused on customer service and execution to the program requirements, employee retention, and healthy staffing levels
  • Has very strong leadership, organizational, communications and engagement skills.
  • Proven experience with employee management, staffing challenges, working collaboratively with Human Resources to ensure all staff's concerns and needs are handled while balancing clear objectives and goals.
  • Proven experience managing customer needs through continual change and adapting to new technology requirements and sustainment challenges.
  • Strong skills in the following key areas: strategic thinking, multi-tasking, negotiation, conflict management, time management, planning and executing to a defined schedule/budget.
  • Experience managing multiple task orders under contract.
  • Experience working with multiple subcontractors.
  • Experience leading large diverse skilled teams.
  • Experience managing/supervising personnel.
  • Strong oral and written skills and experience interacting and presenting to senior leaders, contract officers etc. within an organization.
