SAIC is seeking an Information Technology (IT) Program Manager to support the Navy Criminal Investigative Service (NCIS) in Quantico, Virginia. This position is contingent upon contract award in the Spring of 2022.

Due to COVID19, this position may have temporary flexwork options available. Work will be primarily performed on-site in Northern, VA.

Job Summary: The IT Program Manager will provide oversight and direction for large or complex  information technology efforts supporting law enforcement programs.

 

Duties and responsibilities include but are not limited to:

  • Assess the current architecture and provide a plan to re-architect the system with a goal of reducing maintenance costs while maintaining a high level of capabilities for NCIS agents and analysts and the Law Enforcement User Community. This would include the exploration of Cloud hosting options.
  • Research and prototype new candidate capabilities in support of D-DEx/LInX.
    • Examples include, but are not limited to; Smartphone technology, Biometric integration, Digital Photography, GIS Integration, Crime Scene data integration, improved search capability, Big Data Analytics.
  • Development of software releases, and integration of Commercial Off the Shelf/Government Off the Shelf (COTS/GOTS) tools.
  • Compliance with Information Assurance standards and the DoD Risk Management Framework (DoD RMF).
  • Compliance with Criminal Justice Information Services (CJIS) requirements.
  • Oversee systems administration and operation, and technical assistance for all IT systems, including the establishment and operation of a 24x7 help desk for Systems Administration support.
  • Assist in the implementation of a continuity/backup/failover plan
  • Sustainment of an IV&V environment (Government furnished equipment)
  • Support to the Government PMO with training development and delivery in addition to, governance and strategic planning.
  • Work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems maintenance, deployment, partner agency engagement, vendor management and financial management

 

Qualifications

Education and experience:

  • BA or BS  degree and 10 (ten) years of experience; years of experience may be substituted in lieu of a degree.

Experience required:

  • Experience managing information technology (IT) programs
  • Must have experience in support of a law enforcement program or customer Management and Supervision experience relating to the design, development, integration, testing and fielding of law enforcement or similar systems and applications.
  • Knowledge of DoD acquisition/contract policies and procedures.

Desired experience:

  • Familiarity with D-DEx and LInX
     

Clearance requirement:

  • Must have a Secret security clearance
