SAIC's Enterprise Services and Operations (ES&O) organization is looking for a Transition Solution Architect as a resource to be applied across the enterprise supporting the company's captures. The Transition (SA) develops transition solutions, plans, and transition materials in support of proposal development, conducts post-proposal submission transition planning, and performs as the transition manager on sector bids after award.

The position resides in ES&O's Execution Excellence organization and requires an individual with experience in program transition-related activities and with a knowledge of transition strategy, methodologies, and execution.  Strong written and oral communications skills are essential as is the ability to travel periodically for extended periods in the leadership and management of transition proposal solution preparation and in leading, managing, and performing transition activities.

Roles and Responsibilities:

  • Support business development, capture, and proposal efforts through effective written artifacts and verbal communications/presentations that articulate both the details and value of the aspects of SAIC's transition management solutions.
  • Create comprehensive, integrated transition plans/schedules (generally in Gantt format) spanning technical and non-technical phase-in activities (e.g., program management processes and tools, recruiting/staffing, clearances and access requirements, knowledge transfer, organizational change management, quality and risk management, facilities preparation, asset management, communication and reporting, subcontract engagement, and service delivery transition and operational readiness).
  • Prepare and present orals slides concerning transition-in proposal sections.
  • Prepare the program leadership for post-transition or phase-in management of the environment.
  • Responsible for the successful program management of the transition phase-in of a contract and/or task order for SAIC Federal/Government customers ranging from a few days to months. This could be performed remotely or on-site with the client.
  • Upon award, lead and manage (both directly as well as a team of indirect reports) the execution of each transition or phase-in task to ensure on-time delivery and no disruption to a customer's ongoing operations or service delivery.
  • Provide guidance and direction to the transition or phase-in team.
  • Develop trusted relationships based on proactive communications and transparency with the direct customer and the program team.
  • Deliver reports that effectively convey status of the transition (weekly and daily) to SAIC leadership and the direct customer and/or other program stakeholders.
  • Proactively escalate challenges/risks/issues to SAIC and client leadership, developing effective mitigations and contingencies.
  • Travel is sometimes required in support of opportunities and for execution of contract transitions.

Qualifications

Required Knowledge & Skills:

  • Bachelors and fourteen (14) or more years or a Masters and twelve (12) years or more in leading and supporting large, complex programs in project management.
  • Demonstrated ability to solution, author, and lead transitions throughout the entire opportunity capture life-cycle.
  • Large, complex program management experience (6 years) that spans non-technical and technical aspects of government contracts/programs, particularly as it relates to transition and transformation management.
  • Excellent written and verbal communications skills, particularly as it applies to proposals, client presentation development/delivery, and program management.
  • Experience in preparing comprehensive and effective written documents that align with customer requirements and SAIC's transition or phase-in process.
  • Experience with various clearance levels (e.g., Public Trust, Secret, Top Secret) and the processes for managing them during program transition and onboarding.
  • 6+ years of experience with SAIC's government customer base in program management, transition management, and/or service delivery leadership roles.
  • Experience with program, project, and transition management processes, tools, protocols.

Desired Knowledge & Skills:

  • PMP (Project Management Professional) certification is desired. 
  • A Secret, Top Secret, TS/SCI, or TS/SCI/Polygraph Clearance is desired.

Target salary range: $145,001 - $155,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
