SAIC is recognized as an IT leader in the DoD and we have a challenging opportunity involving a United States Marine Corps IT system.  We are seeking a Project Manager to join the team who is fully committed to the success of IT programs and bringing the best innovation, implementation, and attitudes to bear to the position. This position will be located in Stafford, VA (with some flexibility to telework).

JOB DESCRIPTION:  

  • This is a Project Manager Position managing one, possibly two systems. 

  • The primary system is the maintenance and enhancement of the USMC contract writing enterprise IT system.

  • Management of the additional secondary system would be taken on once the candidate is comfortable with the primary application.  That secondary application is very much separate from the first. 

  • It is an evolving global force management application with ongoing requirements being identified and implemented. 

  • For the primary system, perspective applicants would be expected to lead a team to support a financial management system performing post deployment systems sustainment (PDSS) as well as various engineering change proposals that are mainly focused on testing interfaces to new and updated Navy upstream and downstream systems. 

  • The project lead will have considerable focus on Cybersecurity and independent information technology system audits and risk assessments with specific emphasis on contracts and financial management systems.

  • Must understand the overlap of cybersecurity controls and Audit evidence. 

  • For the secondary application, knowledge of data analysis, small system development, and enterprise messaging would be helpful.

  • The Project Manager is responsible for managing the customer; the contract; the quality and timeliness of the deliverables; the firm fixed price budget; and the project team (15 individuals for system one and 5 more for system two). 

  • They will be responsible for successful delivery of a program to a customer; or if less experienced will manage performance of a task or project under direction of an overarching program director. 

Qualifications

KEY RESPOSIBILITIES:

  • Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.

  • Manage risk, customer relationships, and program staffing.  

  • Ensure compliance with quality standards and escalate challenges to SAIC leadership.  

  • Support business development and program staff management.

  • This program includes managing subcontractors and suppliers.

  • Conducts financial discussions in coordination with internal cross-functional team. 

  • Uses standard, well-defined processes, procedures, techniques, or tools that may require program-specific modifications.

  • Develops and implements an audit and control framework to monitor IT production environments for potential system integrity exposure and control weaknesses.

  • Identifies various risks (e.g., financial, operational, compliance) to the organization and makes recommendations for corrective actions/mitigation of risks.

  • Evaluates information systems and controls including but not limited to applications, business control processes, change control management procedures, security, networks, and computer and data center operations.

  • Reports findings to management and communicates recommendations for corrective actions. 

  • Work occasionally reviewed by Program Oversight for soundness of judgment and overall quality and content.

  • Primary customer interface for technical, management, and contract matters; information sharing; and moderate problem resolution. 

  • Interacts internally primarily with team members and other managers. 

  • External interactions is typically with the customer, suppliers and vendors. 

  • Primary purpose of liaison is information sharing and basic problem resolution.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience.

  • Minimum 3 years of project management experience.

  • Experience with IT systems and full lifecycle software development; team management; and financial or contracting systems.

  • Experience working on DoD or other Government contracts.

  • PMP certification preferred.

REQUIRED CLEARANCE:

  • Must have an Interim Secret clearance to start with the ability to obtain and maintain full Secret clearance.
