SAIC’s Defense and Civilian Sector (DCS), GSA Center of Excellence is seeking a GSA AAS Director of Proposal Strategy to support proposal development/preparation and submission activities. The successful candidate will work collaboratively with the assigned proposal manager and team to provide guidance support on a full range of proposals. Partial remote work is available for this position, but the candidate will need to be local to the National Capital region. This role is a hybrid of remote and onsite when supporting unclassified deals that are fully remote, the work may be performed remotely. When supporting co-located unclassified deals or classified deals, the work is onsite.

Description of Duties:

  • Early engagement with DCS Business Development and Capture Managers on AAS, specifically FEDSIM proposal opportunities
  • Coordinates with proposal managers in providing day-to-day advisory support on proposal process as they plan and build high quality, winning responses to requests for proposals and Government solicitations.
  • Works collaboratively with a wide range of personnel, including book bosses, technical and business subject matter experts, authors, capture managers, orals coaches, contracts managers, pricing managers, and production staff to facilitate efficient and effective proposal development.
  • Coordinates with proposal team on proposal collaboration tool support, artifact population, and backup.
  • In working with Capture/Proposal team leadership:
    • Serves as the interface between the proposal team and production staff to provide guidance on proposal artifacts (slide deck development, oral video production, staffing plans, etc.)
    • Identifies and proactively helps resolve major writing and production problems.
    • Coordinates with proposal team for successful development of graphics, editing, and reproduction activities throughout the proposal lifecycle.
  • Working with proposal team members, helps with setting up reviews with management and internal subject matter experts, including setting up reviews, sending review invites/notices, preparing review materials, and merging review comments.
  • Coordinates with proposal manager in reviewing proposal artifacts for compliance and responsiveness against solicitation requirements.
  • Engagement with GSA/FEDSIM officials to collect lessons learned and analyze trends regarding proposal and business development.

Qualifications

Required Experience/Skills/Attributes:

  • Bachelor’s Degree and fifteen (15) years’ relevant experience; equivalent education and experience will be considered in lieu of a degree
  • 8+ years’ complex proposal and GSA AAS/FEDSIM proposal strategy, development, and management 
  • Demonstrated experience in the preparation/maintenance of proposal management artifacts (e.g., outline, compliance matrix, schedule, and proposal cross-reference matrix).
  • Experience mentoring junior personnel and new hires on proposal strategy roles and responsibilities.
  • Excellent interpersonal/communication (written and oral) skills and organizational skills.
  • Ability to collaborate respectfully and productively with a wide range of personality types while meeting assignment demands. 
  • Experience supporting local and virtual team members across various geographical locations.
  • Demonstrated experience/ability to work efficiently and effectively with multiple deadlines and changing priorities.
  • Ability to execute multiple tasks simultaneously.
  • Excellent computer skills, including high level of proficiency with Microsoft Office, particularly Excel, Outlook, and Word, and Adobe Professional.
  • Local to the National Capital region.

 Desired Experience/Skills/Attributes:

  • Experience or familiarity with Virtual Proposal Center (VPC).

Clearance Requirement:

  • Active Secret clearance is required/ Active TS clearance preferred.
