Research Portfolio Management (RPM) Task Lead

SAIC is seeking a Research Portfolio Management (RPM) Task Lead to manage a multidisciplinary team within the Defense Health Agency (DHA)’s Research & Development Directorate (J-9). The J-9 research mission focuses on medical and health services research to improve quality and continuity of care for service members, veterans and their beneficiaries. The RPM Task Lead will provide cross-organizational coordination and management of J-9’s $2B medical research portfolio throughout the research lifecycle, from concept to closure, to improve efficiencies and reduce duplication in research activities; provide additional audit services for budget and resource management; support legal and regulatory services related to research Technology Transfer and Human Subjects Protection; and collectively optimize cost-effectiveness and return on investment, while providing added value for the identification of innovative approaches and best practices.

 

This role is primarily located in Silver Spring, MD, with occasional meetings in Falls Church, VA. There may be some remote components to the role as well.   

 

 

Qualifications

Requirements

  • A Master’s or Doctoral Degree in a health or biomedical science field (e.g., medicine, nursing, biology, chemistry, psychology, public health, epidemiology, medicine, or related interdisciplinary degree).  Doctorate preferred. Master’s degree candidates must have minimum of 7 years of experience in management or consultant role; Doctoral degree with minimum of 2 years’ of experience in management or consultant role.
  • Most have a Master's and 12 years of relevant experience or a PhD and 3 years of relevant experience. 
  • Familiarity with Department of Defense policies and processes related to research, development, and acquisitions (e.g., Defense Acquisition University training certificate, demonstrated knowledge of DoD 5000 regulations)
  • Excellent client-facing consultation skills to include briefing and/or advisement to civilian and uniformed government personnel.
  • Knowledge of military culture and structure to best support MHS initiatives and collaboration within the DoD and with other academic institutions.
  • Knowledge of scientific review standards and methods (IOM, NIH, AHRQ).
  • Experience in application of scientific research and analysis methods; application and use of scientific standards, theories, measurement, testing and evaluation procedures.
  • Familiarity with common quantitative and qualitative research methods and related software programs.
  • Strong technical writing skills to clearly, logically, and succinctly communicate project-related information within the MHS, DoD, other federal agencies at the commensurate comprehension and reading level for the audience. 
  • Ability to work collaboratively and independently, and have strong oral and written communication abilities, with strong conceptual and systems-thinking abilities and problem-solving skills.
  • Solid working knowledge of computer software (Microsoft Office business suite, to include Outlook, Word, Excel, PowerPoint) required to prepare reports, briefings, and products; experience with Adobe Professional and with posting and sharing documents in SharePoint.
