Job Description


SAIC is seeking a highly qualified cybersecurity leader to join our management team supporting a major state & local government customer. The Deputy Program Manager will work closely with the Program Manager / Account Director to oversee all aspects of service delivery and performance for a team providing full lifecycle cybersecurity services to state government customers. This role will be based in Austin, TX with occasional travel to San Angelo, TX and other customer locations in the region. The successful candidate will have a deep background across a wide variety of Information Technology and cybersecurity disciplines, and will possess subject matter expertise on the management, oversight and delivery of cyber services. Key job duties include:


  • Represent program services, service delivery and performance to customer contacts including executive leadership, operational managers, and various functional staff;
  • Coordinate collaboration and integration activities with other vendors;
  • Provide guidance, development, and support to subordinate managers and staff in the delivery of services;
  • Provide executive and management briefings on service performance, vendor integration, cybersecurity incidents, trends, and future plans;
  • Provide leadership in the identification and development of innovation opportunities to continually improve the overall security posture of the environment;
  • Participate as a member of the program management team in budget, performance and staff development activities;
  • Represent SAIC services in this area to various stakeholders including IT governance forums;
  • Lead the development of periodic reports, deliverables, and other content as required related to the performance management and future planning of security services.


Background / Experience

The ideal candidate will possess extensive cybersecurity experience and expertise, particularly in operations as well as architecture and engineering disciplines. The candidate also must possess a proven successful background in representing services to executive and senior management, including verbal, oral, and written presentations and reports. The environment is a fast-paced one and the ability to drive activities and outcomes with the appropriate urgency is a critical success factor.

Strong presentation and white boarding skills with the ability to instruct, influence and interview (elicit needs) executive sponsors and key practitioners.

Experience with one or more Cloud services including: Amazon Web Services, Microsoft Azure, and integration of Software-as-a-Service offerings into Enterprise Solutions.

Experience working with multiple vendors, subcontractors including direct and indirect resources.

Demonstrated track record of working toward pre-determined long-range goals and objectives.  Assignments are often self-initiated.  Accountable for delivery of in-scope activities, documentation and deliverables including the coordination and management of direct and third-party staff to achieve outcomes. Virtually self-supervisory.

Education / Certifications / Other

  • Bachelors and fifteen (15) years or more of related experience; Masters and twelve (13) years or more of related experience; Ph.d with ten (10) years of experience
  • One or more industry-recognized cybersecurity certifications such as:
    • ISC2 CISSP©
    • EC-Council CEH, CND
    • SANS / GIAC (various)
  • Strong skills with: MS Office products, Microsoft Visio, Microsoft Project, and Microsoft SharePoint
  • Demonstrated experience providing SOC and threat intelligence services in an enterprise environment including multiple locations; Linux, UNIX, and Windows platforms; routers, switches, firewalls and other network related devices.
  • Experience with Cloud services (IaaS, PaaS, SaaS), Identity and Access Management solutions, and distributed security monitoring services
  • Experience with enterprise-class SIEM tools
  • Experience with the NIST Risk Management Framework (RMF)
  • One or more of the following is a plus:
    • ITIL© (V3, V4 Foundation or above) certification
    • PMI PMP© certification
    • ServiceNOW IT Service Management System
