SAIC is seeking a Program Analyst to join our team of qualified, diverse, and highly motivated individuals supporting the Office of the Under Secretary of Defense, Research and Engineering (OUSD(R&E)) at Naval Surface Warfare Center (NSWC) Crane.  OUSD(R&E) seeks to develop manufacturing capabilities to affordably and rapidly meet Warfighter needs by focusing on development of processes and enabling production capabilities to reduce cost, time, and resources required for the acquisition and sustainment of weapon systems.  Candidate will assist the government customer with budget/financial tracking, multi-Service engagements, action item tracking and team coordination. 

NOTE: This position allows for some telework, but candidate will need to be in close proximity to NSWC Crane for frequent collaboration and customer meetings.

JOB DESCRIPTION:

  • Support for and coordination of data calls – monthly reports, Congressional taskers
  • Coordination and assistance with first level financial reviews on behalf of program
  • Coordination and preparation of first level slide decks
  • Coordination of quarterly/bi-annual Program Management Reviews (PMRs)
  • Development of templates for proposals, data calls/ Requests for Information (RFIs)
  • Participation in establishment/definition of program plan requirements, and monitoring and reporting performance to ensure objectives are met
  • Development of mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors and three (3) years or more of related experience; experience accepted in lieu of degree

REQUIRED SKILLS

  • Experience planning, organizing, and conducting cross-service meetings, engagements, and program management reviews
  • Experience independently providing senior level executive support in a fast-paced environment
  • Proficient in Microsoft applications (Outlook, Word, Excel, and PowerPoint)
  • Ability to articulate and exchange information (i.e., requirements, actions, needs, status) in a professional tone and attitude to achieve efficient business rhythms

DESIRED SKILLS:

  • Experience interfacing with Services and warfighters to coordinate engineering and analysis needs
  • Experience providing Senior level DoD executive support
  • Proficient in Microsoft Project
  • Working level knowledge of DoD budgeting and the Planning, Programming, Budgeting and Execution Process (PPBE)

REQUIRED CLEARANCE:

  • Ability to obtain a full Secret Clearance; Interim Secret required to start, SAIC will help to obtain clearance
