SAIC is looking for a Program Control Analyst to support a dynamic program in Aurora, Colorado. This position requires an active TS/SCI with Poly. 

Independently oversees and manages the budget and provides financial management of ongoing projects and portfolios.  Performs detailed and complex analyses of contract and non-contract budgetary and financial requirements and trends. Liaises between technical planners and managers; contract managers and administrators; and multiple levels of government leaders, managers, and decision makers to facilitate understanding of requirements, and budgetary needs and constraints.  Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.  Develops mechanisms for monitoring project progress and works with technical planners and contract managers to apply critical problem solving skills on complex issues. Effectively communicates budgetary issues, strategies, and recommendations to customers and stakeholders.  Exhibits detailed understanding of the project’s budget execution and status; manages schedules; and regularly briefs the status to government leaders and managers.  Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met. Complete understanding and wide application of federal and agency-specific principles, concepts, practices, and standards, to include an understanding of the Federal Appropriations Law.  Learns and proficiently utilizes multiple web-based financial systems to properly account for budget plans, requirements, transfers, and to complete any transaction necessary to facilitate budget execution.  Performs assignments as instructed and establishes goals to meet outlined objectives.  Manages time carefully to balance competing priorities and critical schedules.

Job Responsibilities:

  • Review program requirements and spend plans for accuracy and completeness.

  • Identify and convey resource trade- offs within and among competing programs and provide senior managers with resource alternatives.

  • Assist in the design, implementation, and use of corporate resource information repositories, databases, decision support tools, strategies, processes, procedures and reports to ensure accurate financial reporting and management oversight in support of program initiatives.

  • Propose resource realignments and sources at the Program and Directorate level as required to maintain program execution or to respond to unplanned circumstances.

  • Review final program level Tri-Annual Unliquidated Obligation review inputs and documentation for completeness prior to submission.

  • Review funding documentation for accuracy and compliance with applicable NRO policies and instructions. 

  • Maintain appropriate internal controls to minimize data inaccuracy and/or unauthorized use of NRO funds.

  • Consolidate and review program level UFRs, recommending changes and prioritization to senior management.

  • Edit and draft budget summaries, charts, memoranda, issue papers and talking points for senior management.

  • Prepare and brief senior government management, collaborate with COTRs/CLIN managers to accurately fund government contracts, recommend options to fund high-priority mission essential projects.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience. 4+ years of experience in lieu of bachelor's degree

 

Clearance to be able to remain on the program: TS/SCI with Polygraph

Required Education and Experience:

  • Bachelors and ten (10) years or more of related experience; or Master and eight (8) years or more of related experience.   

Desired Experience:

  • Experience on NRO Financial systems and tools.
  • Critical thinking and ability to work well with a wide variety of customers requesting financial data

Target salary range: $100,001 - $125,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
