Join a winning team!  SAIC’s National Security and Space (NSS) Sector is currently hiring for a customer within the Intelligence Community (IC) in Chantilly, VA. This customer is responsible for designing, building, and operating national security-related systems based in space, in the air, and on the ground. NSS has an opening for a Program Management Office (PMO) Systems and Software Acquisition Engineer to provide systems engineering and technical advisory (SETA) services for agile software systems acquisition to a rapidly expanding Government Intelligence Community (IC) customer. The customer is developing next-generation of space and ground systems architectures, hardware and software solutions.

The Modeling and Simulation (M&S) Software Acquisition Engineer provides support to the PMO in execution of mission critical systems for an exciting new Mission Area for Space Domain Awareness (SDA).  Tasking and priorities include oversight, management, review, analysis and reporting to ensure efficiency and effectiveness of M&S solutions, products, systems, and programs.

The Systems and Software Acquisition Engineer is part of a team of high-performing Subject Matter Experts (SMEs) whose support will focus on executing a new multi-phase competitive acquisition strategy, supporting a modeling and simulation application environment to assist in evaluation and design of Space Surveillance functions.

The M&S Software Acquisition Engineer may be responsible for the following:

  • Providing Software acquisition and subject matter expertise, including daily oversight of existing software systems, their Dev/Ops life cycle, and initiating new contract actions.
  • Providing support to planning, organizing and managing critical aspects of the M&S development, production, and deployment in a computing architecture that includes cloud and on-premises systems.
  • Advising the Government on new M&S acquisitions through articulation of mission requirements into technical solution for software design, integration, test, and operations.
  • Support evaluation of prototypes and deliverables from multiple Contractors to ensure applications interoperate and interface with relevant datasets efficiently across the M&S architecture.
  • Provide support in development of pre and post award documentation activities including Request for Proposals (RFPs), Statements of Work (SOW), Engineering Change Proposal (ECP), and Performance Work Statement (PWS)
  • Provide support to various program activities including meeting attendance, contractor performance tracking, analysis and reporting, milestone planning and reviews, schedule analysis, briefing preparation, staff coordination, acquisition risk management, and decision document preparation.  Review Contract Data Requirements List (CDRL) documentation for compliance, execution, and Contractor’s satisfaction of requirements.
  • Observe, monitor, evaluate, and report Contractor’s performance in executing the software development lifecycle and make professional recommendations to the Government that ensure projects stay on a schedule and within cost.

Qualifications

Qualifications

  • Active TS/SCI clearance with polygraph and 5-10 years of SETA experience in related disciplines of Acquisition Engineering, Systems Engineering, Software Systems Engineering, Software Engineering, DevOps Engineering, or Systems Security Engineering
  • Bachelor degree in a related technical field or commensurate domain experience.
  • Experience with software acquisition, systems engineering methods and processes.

Desired Qualifications: 

  • Experience designing or applying technical M&S software in assessment of Space Systems
  • Experience translating mission requirements into technical objectives
  • Experience with Reserve and multi-SAP/CAP programs.
  • Certified Program Management Professional, Scrum Master, or Product Owner
