SAIC is looking for an NRO Mission Partner Liaison to support a dynamic program at SAIC. The location is Chantilly,Virginia and requires an active TS/SCI with Poly to start.

The NRO/NSA liaison requires a detailed understanding of government satellite systems acquisitions.  The position requires an in-depth knowledge of both NSA and NRO systems and processes.  Additionally, the position required an ability to assist the customer with understanding mission needs, defining high level spacecraft and ground systems requirements, defining a coherent Concept of Operations, and understanding mission management assessments.  The position requires that a successful candidate demonstrate a technical understanding of space systems, a working knowledge of government processes, a sound understanding of the NSA user community, and a familiarity with the NRO’s systems engineering practices.

Specific duties include:

  • Ability to develop and maintain strong inter-agency communication and relationships with SIGINT user community
  • Coordinate government leadership visits to NRO’s contractor facilities and user community facilities
  • Provide support to engineering and architecture studies by evaluating mission value, benefits and risks with proposed new high altitude requirements
  • Develop and/or evaluate Collection Segment Concept of Operations (CONOPS)
  • Support IC studies and analysis required for future acquisition planning and evaluate alternative design architectures
  • Delineate Collection Segment requirements to the various IC requirement processes
  • Develop presentations and create correspondence that conveys technical analysis and positions in concise and coherent products
  • Facilitate a multi-agency forum to advocate for mission requirements
  • Other duties as specified by the COTR and Program Manager

Qualifications

  • 10+ years of experience
  • Bachelor’s Degree in Aerospace Engineering or other Engineering discipline
  • Previous experience in architecture studies and requirements development
  • Strong understanding of satellite systems and architectures
  • Excellent interpersonal, leadership, team building and problem solving skills
  • Experience in NRO, NSA, IC, and DoD acquisition and program management processes
  • Experience in the Concept of Operations (CONOPS) development and Statement of Capabilities (SOC) development
  • Ability to travel domestically

 

Desired: 

  • Program Management Professional (PMP) or equivalent certification
