Job Description

Description

JOB DESCRIPTION:

As part of an Engineering Support Services (ESS) Team, this position will help manage the development and maintenance of all AEGIS Weapon System Baselines.  It specifically involves managing AWS interfaces with Navigation Systems and the Common Engagement Capability (CEC).   In this role, the candidate will provide direct support to the respective AEGIS Assistant Program Manager (APM) in the PEO IWS 1.0 Systems Engineering branch.  The employee will also be supervised by the ESS Data Links and EXCOM team lead.  He/she will be expected to work independently and to become the team’s sole expert in this area.   The employee will be a de facto manager of all AEGIS Navigation and CEC related development and maintenance efforts, working with a broad team of government and industrial organizations.   Day to day work involves making PowerPoint presentations, leading informal teams to solve technical problems, organizing meetings, writing papers, reviewing Interface Design Specifications and other tasks.  Though detailed engineering experience would be helpful, the job focuses more on management and discussions with the actual engineers.   Experience in a program office and/or at sea as an operator or maintainer of these systems is more valuable than detailed engineering experience.

Responsibilities Include:

Organizing program reviews and lead program management team meetings.   Coordinate scheduling, VTC, briefs, agendas, minutes, office supplies and all materials and services needed to conduct an effective meeting.

Posting programmatic artifacts on SharePoint.

Working with other PEO IWS 1.0 program branches, specifically Ship Integration and Test, AEGIS Development, Computing Infrastructure, Test and Evaluation, and Systems Engineering.

Reviewing Computer Program Correction Reports (CPCR), determine priorities and implement BL solutions.  Work with sailors, fleet representatives, developers and prime vendors (e.g., LMCO).

Working with cyber experts to help develop AEGIS BL cybersecurity controls.

Supporting sea-based testing on AEGIS cruisers and destroyers.

Facilitate meetings and conferences with senior Navy leadership, field activities, vendors and support organizations.   Represent the customer at technical and acquisition forums while taking meticulous notes and action item lists.

Coordinate with other PAPM branches related to AEGIS development within PEO IWS 1.0 (e.g., computer infrastructure) to facilitate all aspects of the Systems Engineering process.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience

Required Skills:

Effective communication and interpersonal skills (oral and written); applicable to high-level Military, Government, and Contractors.   Excellent MS Word and PowerPoint skills.  Solid staff officer capabilities, attention to detail, ability to work in a demanding environment to produce quality results.

Effective communication and interpersonal skills are essential. Must effectively communicate with high-level Military, Government, and Contractor personnel.

Self-starter, energetic.  Solid MS Word and PowerPoint skills.

Five years’ experience with the AEGIS Weapon System or similar Integrated Combat System in the supporting program office, prime vendor or as an operator or maintainer.

Applicant needs to be familiar with Interface Design Specifications, which describe signals and information exchange between combat system elements, and capable of reviewing and providing technical comments, corrections and ask questions.

Applicant will need to be familiar or become familiar with the AEGIS LAN Interconnect System and working with US Navy navigation system participating managers to facilitate interfacing new navigations devices such as the new AN/WSN-12 inertial navigation system, and GPS-based Positioning, Navigation and Timing Service (GPNTS).

The applicant will need to expand their area of expertise to include other C4I related devices such as cooperative engagement capability (CEC) or other systems as required.

The Navigation Sensor System Interface (NAVSSI) is the legacy NAV system on all AEGIS ships.  Should have an understanding of the NAVSSI and high-level idea of the differences with NAVSSI and GPNTS.

Desired Skills:

Knowledge of new navigations enhancements such as jam resistant GPS, celestial navigation and navigation message types.
