Science Applications International Corporation (SAIC) is seeking a senior-level Combat Systems Manager to provide fleet readiness and training systems engineering and acquisition processes support to the Fleet Readiness and Training Managers of our exciting team in Washington DC.

The successful candidate will bring exceptional organizational, communications and office environment skills to the job.

On the job training regarding the combat system, systems engineering and acquisition processes will be provided, making this an ideal position for a junior-level candidate to join the DoD acquisition/systems engineering community!! 
 

Typical Responsibilities, focused mainly on site at PEO IWS Headquarters at the Washington Navy Yard, to support Fleet Readiness initiatives relating to combat systems operations include:

  • Providing direct support to the Fleet Readiness Major Program Manager (a USN Captain) and the Fleet Readiness Director (a senior GS 15 responsible for four Principal Assistant Program Managers (PAPM).  
    • Such support will relate to the other duties described below, administrative requirements and advice/counsel regarding complex fleet readiness issues.  
    • Direct support may be provided to the Assistant program managers responsible for ship integration and specific fleet readiness areas.  
  • Organize program reviews and lead program management team meetings involving Integrated Training, Fleet Readiness, Logistics and Ship Integration branches.  
    • Draft weekly status reports based on PAPM inputs and close coordination.
  • Facilitate meetings and conferences with senior Navy leadership, field activities, vendors and support organizations.  
    • Represent the customer at technical and acquisition forums while taking meticulous notes and action item lists.
  • Coordinate with other PAPM branches related to AEGIS development within PEO IWS 1.0 (e.g., computer infrastructure) to facilitate all aspects of the Systems Engineering process.  
  • Facilitate Systems Engineering Technical Reviews (SETR) such as IPRs and Software Increment Reviews (SWIR).
  • Manage and support US Navy combat systems training systems design, development, modernization and operation.
  • Coordinate and Manage Homeport Program Manager Representative (PMR) support for all USN homeports.  
    • The PMRs provide day to day waterfront support to the AEGIS fleet (e.g., tracking CASREPS, providing statuses to HQ, running down spare parts, coordinating ship schedules, delivering classified material, CSSOS and computer programs, identifying technical assistance   
  • Working with the team, generate and/or edit high quality PowerPoint presentations, white papers and point papers related to complex fleet readiness issues.  
    • Rapidly articulate these issues for presentation to a wide audience including senior leadership (e.g., PEO IWS, NAVSEA, Director of Surface Warfare at OPNAV etc.).

Qualifications

Required Education & Experience:

  • Bachelor’s degree in Management, Engineering, or a related scientific discipline.
  • Minimum of ten (10) years’ experience with combat systems operations and/or maintenance at sea.  
  • Knowledge of US Navy Combat Systems (specifically AEGIS) and shipboard infrastructure and operations. 

Required Qualifications:

  • Ability to run a productive meeting and to help guide a diverse integrated team of various stakeholders (contractors, developers, testers, government sponsors, technical warrant holders) toward a path of success.
  • Effective communication and interpersonal skills (oral and written); applicable to high-level Military, Government, and Contractors.  
  • Excellent MS Word and PowerPoint skills.  
  • Solid staff officer capabilities, high attention to detail, ability to work in a demanding environment to produce quality results.
  • Solid understanding of basic project management principles

Required Security Clearance:

  • Must have an active Secret security clearance.

Desired Qualifications:

  • Combat Systems engineering or maintenance experience related to computing infrastructure.  
    • Knowledge of waterfront support organizations, how they work and how they interface with the ships and other support organizations throughout the NAVSEA enterprise and industry.
  • DAWIA qualifications at any level or area
  • Understanding of USN programming, budgeting and/or execution.   Finance experience of any kind
  • Civilian, contractor or military US Navy experience at sea or in a position directly supporting the fleet or the development of the fleet; providing for relative operational experience.
  • Knowledge of training systems on U.S. Navy ships and broad principles of Systems Engineering; knowledge of System operations and Ship/System capabilities.  
    • ACTS and BFTT experience as operator, developer and/or maintainer is preferred
  • Acquisition Program office experience, preferably within PEO IWS, PEO SHIPS or PEO C4I.  
    • Experience within NAVSEA would be preferable to other Systems Commands (SYSCOMS). 
  • Staff Officer/Action officer experience, preferably within the USN, particularly NAVSEA or OPNAV.
  • Warfare Center experience (e.g., NSWC Dahlgren Division, NSWC Port Hueneme Division).
