About the Budget Tracking Tool: The Budget Tracking Tool (BTT) is a government owned off the shelf (GOTS) Java application that supports program planning, budgeting, performance measurement, and management functions.  BTT provides a standardized, automated tool for program, contract, and budget management across a diverse group of organizations and accounting activities.  BTT interfaces with other systems at the Department of Veterans Affairs to tie system data with the broader budgeting and contracting information at the VA.

  • Core BTT technologies include Java, SQL, WildFly application server, Spring MVC, Spring JPA, Hibernate, MyBatis, JasperReports, JSP, HTML, CSS, JavaScript, JQuery
  • Core BTT development tools include Eclipse, SQL Server 2019, TortoiseSVN

Job Description: The BTT team is searching for entry level software developers to enhance and maintain the application within the team's CMMI Level 3 appraised iterative software development life cycle.  During a typical two week release, developer responsibilities include:

  1. Conducting impact analysis on assigned client prioritized enhancements and issues to determine the best development approach to support the client's needs.
  2. Creation of unit tests to verify that the implementation is correct and meets requirements.
  3. Develop and commit code based on the approved impact analysis that passes the approved unit tests.
  4. Create and configure internal testing environments for unit testing and system testing
  5. Address any issues found during unit testing and/or system testing with the implemented approach
  6. Actively participate in peer reviewing the requirements, impact analysis, unit tests, and committed code of enhancements and issues assigned to other developers during the release to ensure software standards are met

Qualifications

Education/Experience:

  • Bachelors preferred but will also consider experience in lieu of degree
  • Strong problem solving and communication skills
  • Ability to work in a collaborative virtual working environment
  • 2 to 5 years of experience with Java EE development
  • 2 to 5 years of experience with one or more of the following:
    • SQL
    • HTML
    • CSS
    • JQuery

Preferred Additional Experience

  • Experience with the Spring Framework (e.g. Spring MVC, Web Services)
  • Experience with reporting tools (e.g. JasperReports, Microsoft Power BI)

Target salary range: $75,001 - $85,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
