Description

The Technical Director will contirube in the development of solutions to unusually complex challenges that require a high degree of ingenuity and innovation, and support collaboration across multiple SAIC business units to craft unique solutions to customer challenges. The Lead Analyst will be expected to participate in customer meetings and brief SAIC's capabilities, as well as lead the technical solutioning process to solve current and future customer challenges and taskings. Leveraging his/her knowledge of the customer, SAIC capabilities, and current and future technical tools and processes, the Lead Analyst will contribute to develop a comprehensive understanding of customer requirements and lead the development and implementation of complete technical solutions. This role will be responsible for identifying and integrating technical capabilities and innovations to address customer needs while following SAIC and government rules and regulations, and SAIC corporate business goals. The Lead Analyst will be expected to identify the type and level of technical resources required; coordinate with team members providing technical leadership on solution development; and, lead as well as contribute through to solution integration.

 Provides key input and direction in planning, developing and implementing the program baseline. Provide analyses and assessments supporting development, integration, implementation and/or fielding of required new capabilities as well as monitoring and maintaining the adequacy and operation of existing DHS capabilities. Analytical support efforts are intended to be focused on developing and delivering analysis reports, objective assessments, documents, and recommended plans to address the mission needs, capabilities, and requirements of the JRC/S&T for a broad range of critical homeland security disciplines.

Analysis shall support the entire Homeland Security Enterprise with anticipated quick turnaround deliverables. These final reports deliver authoritative analysis, assessments, and recommendations to inform development of standardized, defensible, and repeatable processes that support enhanced decision making at DHS. Ultimately, reports generated will assist the JRC/S&T in assessing capabilities to support improved mission performance and safety of all DHS personnel. Conclusions and recommendations must be based on structured objective analysis and enable JRC/S&T and all DHS Components and Headquarters entities' leaders to make informed decisions that best align Department resources and capabilities with mission demands.

 Provides solutions to a variety of technical problems of moderate to difficult scope and complexity.

Works under general supervision. Follows established procedures. Work is reviewed for soundness of technical judgment, overall adequacy and accuracy.

Contributes to the completion of milestones associated with specific projects. Failure to achieve results or erroneous decisions or recommendations may cause delays in program schedules and may result in the allocation of additional resources. 

Qualifications

Preferred:

Knowledge of the entire Homeland Security Enterprise. Knowledge of JRC/S&T reports.

Ten (10) years' experience supporting DHS analyses and assessments including the development, integration, implementation and/or fielding of new capabilities. Knowledgeable with various technologies and processes, such as Digital Engineering, Cyber Security, Software Engineering, Model-Based Systems Engineering (MSBE), and Application Modernization. Understanding of analytical processes focused on developing and delivering analysis reports, objective assessments, and recommended plans to address mission needs, capabilities, and requirements of critical homeland security disciplines.

Minimum of five (5) years of experience in a Deputy Lead Analyst role in support of analyses and assessments supporting development, integration, implementation and/or fielding of required new capabilities. Familiarity with various technologies and processes, such as Digital Engineering, Cyber Security, Software Engineering, Model-Based Systems Engineering (MSBE), and Application Modernization. TYPICAL EDUCATION AND EXPERIENCE:

Required:

Bachelor of Science degree in Engineering, Computer Science, Mathematics, Cybersecurity, or Physical Science required and ten (10) years or more of related experience

Desired:

Master's degree in Engineering, Computer Science, Mathematics, Physical Science or similar fields and eight (8) years or more experience
