Job Description


SAIC has a new opportunity for a Joint Capability Technology Demonstration (JCTD) Systems Engineer Principal at Offutt AFB, NE providing support to the Nuclear Command, Control, and Communications (NC3) Enterprise Center (NEC) Next Generation Division for JCTDs.
Duties Include:
  • Support JCTD concept nomination, selection, execution, and transition activities. 
  • Draft operational guidance, produce demonstration plans, and supervise execution of military utility evaluations of NEC sponsored projects including Fully Networked Command, Control, and Communications (FNC3) systems and advanced communications and autonomous systems. 
  • Provide operational guidance to distributed system engineering teams engaged in advanced capability development and military utility testing.
  • Participate with diverse, distributed, and highly technical teams charged with joint concept of operations development and interaction with operational military and expert engineering staff.
  • Draft programmatic documentation including congressional reports, implementation directive, management plan, and monthly financial reports. 
  • Produce integrated assessments of JCTD capabilities including the final military utility assessment leading to capability validation.


  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.  Directly applicable experience may be substituted for a bachelor’s degree.
  • Minimum TS/SCI security clearance.
  • Experience with military and Nuclear Command, Control, and Communications (NC3) and Command, Control, Communications, and Computers Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities.
  • Military background with experience in joint operations planning, and recent experience with tactical C3, new C4ISR capabilities, and autonomous systems.
  • Technical or hands on experience with near real-time information dashboards and displays, and advanced high performance computing or large-scale data storage systems, open source software, and military networks. 
  • Experience with capability test and evaluation for military utility assessment.
  • Must be able to travel in U.S. (east and west coast).
