Description

SAIC anticipates a requirement for a Task Order Program Manager (TOPM) to support a multiple customer based contract.  This includes conducting research, testing, hardware and software development and integration for Science, Engineering & Technology, Artificial Intelligence, Modeling & Simulation, Quantum, Space, and Directed Energy Technologies.  The work will primarily take place in Northern Virginia with some travel involved.  

 

Task Order Program Manager (TOPM) Duties and Responsibilities

  • Responsible for the successful delivery of the overall program to the customer and clients.
  • Serves as the contractor’s single TO manager and shall be the contractor’s authorized interface with the FEDSIM CO, FEDSIM COR, and the NIWC LANT TPOC for the TO.
  • Provides overall leadership and guidance for all contractor personnel assigned to the TO including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance.
  • Shall be located in the Northern VA area and be responsible for management and oversight of all CONUS/OCONUS activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in this TO.
  • Provides management, direction, administration, quality control, and leadership of the execution of this TO.
  • Conducts meetings and provide deliverables in accordance with the Government-approved delivery schedule.
  • Establishes and maintains a task management application capable of supporting a TO of this size, scope, and complexity.  
  • Responsible to manage risk, customer relationships, and program staffing and resource planning.  
  • Coordinates and supports business development and outreach across industry and clients to maximize the extent of the contract and expand and protect the industrial base.  
  • Maintains overall responsibility for all contract mission standards, performance levels, deliverables, Planning, Programming, Budgeting, and Execution (PPBE).

Qualifications

Required Education:  Master's Degree in Management or similar related Degree.  PhD preferred.  

Required Clearance: Possess an active Single Source Background Investigation (SSBI) with Top Secret (TS) and eligibility for Sensitive Compartmented Information SCI and SAP

Required Experience:  

  • Sixteen (16) years or more of related experience.
  • Recognized expert possessing a minimum of ten (10) years’ recent experience providing DoD program management similar to the work described, including work in CONUS and OCONUS, and compliance with industry best practices.
  • Requires specific focus on DOD 5000.2, lifecycle and acquisition management and execution for multiple customers and/or clients.  
  • Experience in both service and performance based delivery as well as product delivery under quality metric specifications.  
  • Experience managing programs with product development across Training Readiness Level's (TRL's) 1 - 9 and their successful delivery to the customer.  
  • Experience using Microsoft Project based WBS's and IMS's.  

Must Possess a current certification in at least one of the following at time of proposal submission and maintain the certification throughout the life of the TO

  • Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification. 
  • Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3. 
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification. 

Desired Experience:  It is desired that the TOPM also possess the following: 

  • A minimum of 10 years’ experience supporting ACAT I and or ACAT II acquisitions (i.e., CJSC 3170, DoD 5000.02, DoD 5000.80, Technology/Manufacturing Readiness Level assessments, Verification and Validation procedures such as DT, FDTE, LUT, OT, FOT; Fielding initiatives such as RFI, NET, NEF; Threat Assessments, STAR; Training Assessments STRAP; Final disposition planning such as DRMO, SLEP, FMS)
  • A minimum of 10 years’ experience planning, directing, coordinating, and managing proposed methodologies and approach of a project similar in size and complexity to the work described in this TO, including manpower utilization, procurement of materials and equipment, standards, training, problem resolution, knowledge of ARNG and DoD policy, and employee relations (including subcontractors, cost, budget, and managing to milestones). 
  • DAU Level III Preferred
