SAIC is seeking a Systems Analyst. This position provides Systems Engineering and Technical Advice (SETA) support to the Missile Defense Agency (MDA) Modeling and Simulation Operations (M&S OPS) directorate at Schriever Space Force Base in Colorado Springs, Colorado.  

M&S OPS manages models and simulations that support the development, evaluation, and warfighter training of the Missile Defense System (MDS).  M&S OPS is also developing a cloud based computing environment that will allow the federations of those models and simulations into an integrated digital MDS representation onto a single computing system.  This position provides support to the government Contracting Officer Technical Representatives (COTRs) who manage the software applications and infrastructure life cycle processes for the directorate.  This work will involve researching problems, developing solutions, and presenting these solutions on issues affecting M&S Operations.  

Responsibilities and Tasks:

  • Analyze the integration of system processes and methodologies to ensure effectiveness of total system performance
  • Review DoD and MDA cyber security requirements documents and develop directorate level implementation documents from this review
  • Assist in the creation, management, and execution of software development processes based on Agile and Lean software development principles
  • Assist in the design, development, and operations of products by working with the integration and test teams, hardware and software architects, cybersecurity specialists, tool developers, and the modeling and simulation community
  • Assist in the generation and evaluation of alternative solution concepts and architectures
  • Assist with the management and coordination of engineers, system administrators, and analysts supporting current operations
  • Assist with assessments of the adequacy of analysis and engineering solutions and assessments as project execution occurs. Support program reviews, milestone decisions, and other decision forums. Perform risk assessments when directed. Monitor performance of technical risks. Develop techniques to monitor integrated programs, plans, and schedules for adequacy
  • Assist in defining, developing, maintaining, managing, executing, and delivering system capability; flight and ground test events; exercises and wargames events, and models and simulations features
  • Assist with planning, executing, and reporting results of tests, assessments, and experimentation programs in support of interoperability, systems, and technical measurement requirements; Develops draft test concepts and collects data to support the verification, validation, and accreditation of models, simulations, and systems
  • Establishing, balancing, and integrating stakeholders’ goals, purpose, and success criteria, and defining actual or anticipated customer needs, operational concept, and required system functionality
  • Research, formulate, and articulate organizational policies, procedures, guidelines, alternatives, and recommendations for leadership. Develops draft initiatives to improve integration and execution and provide recommendations to leadership
  • Support the development, review, and editing of system requirement documents, requirements verification and validation, method papers reviews, test case designing, and analysis for requirements closure
  • Support execution of projects including cost, schedule, risk, manpower, and performance evaluations against agreed to baselines for assigned programs; Supports contracting processes and monitors contracting activities of executing agents.  Advises leadership on progress and identifies significant issues and potential mitigation plans
  • Review, track, coordinate and submit solutions to tasks assigned through MDA's electronic tasking process

Qualifications

Education & Experience:

  • Bachelors degree and five (5) years of related experience; Masters degree and three (3) years of related experience
  • Software requirements management proficiency
  • Software process management and development proficiency
  • Action Officer (AO)/problem-solving proficiency
  • Microsoft Office Suite proficiency

Clearance:

  • Ability to obtain Secret clearance

  • Exceptional oral and written communication skills
  • Familiar with Agile and Lean software development principles
  • Familiar with software development, verification and validation, and integration
  • Familiar with modeling and simulation concepts
  • Familiar with DoD acquisition and systems engineering processes
  • Familiar with DoD Cybersecurity and Risk Management Framework (RMF) processes and procedures
  • Familiar with MDA organizations, missions, and systems
  • Familiar with Microsoft Access
  • Familiar with Microsoft Project
  • Familiar with Microsoft SharePoint
  • Familiar with Milestones Professional
  • Familiar with Visual Basic for Applications (VBA)

Target salary range: $125,001 - $150,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
