Job Description: Oversees and manages the budget and financial management aspects of ongoing projects and operations independently and with little to no supervision. Performs detailed and complex analyses of contract and non-contract budgetary and financial requirements and trends. Serves as liaison between technical planners and managers; contract managers and administrators; and multiple levels of government leaders, managers, and decision makers. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with technical planers and contract managers. Effectively communicates budgetary issues, strategies, and recommendations to clients. Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met. Complete understanding and wide application of federal and agency-specific principles, concepts, practices, and standards, to include an understanding of the Federal Appropriations Law. Learns and proficiently utilizes multiple web-based financial systems to properly account for budget plans, requirements, transfers, and to complete any transaction necessary to facilitate budget execution. Performs assignments as instructed and establishes goals to meet outlined objectives. Manages time carefully to balance competing priorities and critical schedules.
Prepare and brief senior government management, collaborate with COTRs/CLIN managers to accurately fund government contracts, recommend options to fund high-priority mission essential projects.
Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
