SAIC’s Federal Civilian Customer
Group has an immediate need for a dynamic New Business Solutions Architect with
outstanding technical skills, business acumen, executive communication skills
and a proven track record to grow business at the Department of State / USAID.
This position reports to the Vice President of Programs (VPP) and Account
Manager for the Department of State / USAID account. The successful candidate
will partner and work collaboratively with other BD/sales/solution architects
and delivery professionals in a fast paced, highly motivated Federal Civilian
organization. Within this partnership, the candidate will share overall
responsibility for business development and capture strategy, planning and
execution to expand, sustain, and grow a portfolio of short, mid, and long term

Job Duties: The successful candidate
understands the missions of the Department of State and their respective
bureaus, their cultures, organizational components, leadership, major programs
and their challenges. The role
encompasses two primary areas of responsibility, Account Strategy – including
technical aspects of the strategy, and Business Development
This position will:
- Assess opportunities to eliminate or move forward
through SAIC’s Pre-Award process so an opportunity is included in SAIC’s
pipeline metrics as a qualified opportunity.
- Mature the opportunity to the point where SAIC would
determine if further investment is warranted or not, and lead the capture
effort to develop the win strategy and preliminary offering to position
SAIC to win.
- Promote the complete portfolio of SAIC services from
all Service Lines to the client.
- These include Software Integration, Digital
Infrastructure; Mission Engineering and Program Support; Advanced
Analytics, Simulation and Training Services; Intelligence Systems
Engineering and Policy Hardware Integration & Logistics.
- Develop market analysis, strategic business planning
including identification, qualification, and marketing aspects of a complete
capture that will lead to the award of major programs.
- Develop and executes customer call plans; teaming
interactions; and coordinates with other internal business development and
sales resources available across SAIC.
- Leverage experience with customer relationship
management and opportunity tracking as well as experience with a variety
of contract types including cost plus fixed fee, fixed price, award fee,
and performance based contracting are key.
- Lead capture planning and proposal development activities,
through demonstrated expertise with color reviews, developing win themes,
discriminators, value propositions and embedding this in the finished
- Demonstrated oral, written, and listening communication
skills are essential to communicate effectively with senior managers,
colleagues, and other stakeholders during the proposal process.
- Provide architectural consulting to
various stakeholders to help modernize the worldwide IT infrastructure that is
complex, mission critical, secure, and serves over 100,000 users.
- Department of State experience, preferably
in Information Resource Management (IRM).
- In-depth proven knowledge of the Department of State,
customer mission requirements and buying habits.
- The candidate must have a reputation for being able to
build and work within high performance teams in a matrix-management
- Must have highly effective oral and written
communication, interpersonal, and presentation skills in order to carry
- Frequent interactions with technical leaders and
business executives within SAIC, with the federal customers, and with
teammates and subcontractors.
- Must be able to convey technical and business concepts
to various audiences.
- Past experience in the Department of State / USAID,
specifically experience, relationships, and an understanding of the buying
trends of the agency is considered an advantage.
- Past experience that demonstrates the ability to
contribute to fast-paced business leadership teams will be a plus.
- Ability to handle complex, dynamic customer situations
and interact with all levels of personnel to provide a quick and effective

- Support architectural initiatives based
on analyses of existing infrastructure and the mission needs that require
improvements in IT.
- This requires 1) understanding of
existing architecture, 2) understanding of technical and organizational
dependencies, 3) understanding of cyber security controls and policies, 4)
understanding of emerging technologies and best practices.
- Communicate these initiatives with
various stakeholders; tune based on their feedback, and help support
priority based decisions to support IT investment and planning.
- When these initiatives are funded, they turn into
projects. Guide the project teams to properly scope the projects
- Must have IT infrastructure architectural
experience across broad range of technologies in enterprise IT
infrastructure, and design experience in in some of the specific

security controls and their applicability across broad range of
- Analytic and creative capabilities are
essential to identify trade-offs across technical and business parameters,
and to support decisions across management hierarchy
- Requires Bachelor’s degree in IT or related
discipline and 14+ years' experience
