JOB DESCRIPTION: Serves as a senior level air traffic control system specialist to assist the FAA in coordinating activities with air traffic requirements and operations personnel. This support will include, but not be limited to: coordinating support for required technical interchange meeting support and various program reviews; coordinating workgroup activities for En Route and Oceanic program offices; assisting in air traffic requirements development; system analysis; system/ subsystem specifications analysis to ensure air traffic operational concerns are addressed and assuring all technical requirements are included; presenting recommendations/solutions related to short and long-term program planning requirements; developing management plans; assisting in training requirements development; and classifying and summarizing data for the preparation and submission of reports on a recurring basis.  Position requires air traffic control technical and operational work experience as a domestic or oceanic air traffic controller in an En Route & Oceanic or Terminal operational environment.  Also required is acquisition and program management experience for FAA program offices or similar organizations. Excellent written and oral communication skills are required. The candidate must be proficient in the MS Office Suite and possess strong interpersonal skills.

Participates with senior managers to establish strategic plans and objectives. Recommends/makes decisions on administrative or project work matters and ensures effective achievement of program, project, or organizational objectives.

PROBLEM COMPLEXITY: Works on unusually complex technical problems and provides solutions, which are highly innovative and ingenious.

FREEDOM TO ACT: Works under consultative direction toward pre-determined long-range goals and objectives. Assignments are often self-initiated. Determine and pursue courses of action necessary to obtain desired results. Work checked through consultation and agreement with others rather than by formal review of supervisor. Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results.

IMPACT: Develops advanced technological ideas and guides their development into a final product. Erroneous decisions or recommendations would typically results in failure to achieve critical organizational objectives and affect image of organization's technological capability.

LIASON: Serves as organization spokesperson on advanced projects and/or programs. Acts as advisor to management and customers on advanced technical research studies and applications.

  • Interact with FAA customers on a daily basis, providing technical support at meetings and via presentations and technical papers
  • Research, map, and assign Location Identifiers (LIDs) for all L3Harris ADS-B Radio stations (GBT’s), AWOSs and Wide Area Multilateration (WAM) Multilateration Remote Units (MRU’s) and making changes to entries whenever needed
  • Develop new FAA Facility types and codes with AJW as appropriate
  • Review of and input on NAPRS policy and guidance changes as appropriate
  • Work technical and training issues related to ADS-B, ASEPS, Space Based ADS-B & Wide Area Multilateration Phase I & II
  • Participate in working groups that oversee the development of FAA Tech Ops training
  • Work with Maintenance Handbook OPR’s on updating Technical Operations Orders as appropriate and keeping current versions on hand to act as a Tech Ops Orders repository
  • Participate as a Tech Ops SME on SRM panels
  • Participate as SME in the Monthly SBS / L3Harris / AJW Operational Interchange Meetings (OIM) and the OIM monthly planning meetings
  • Participate in the SBS and the SBA Technical Interchange Meetings (TIM)
  • Participate as a SME in various forums related to NOTAMS for SBS products and services
  • Work with the FAAs NOTAM office on the issuance of NOTAMs
  • Act as Tech Ops SME regarding Initial Investment Decision (IID) and Final Investment Decision Investment (FID)
  • Review, score, and annotate the monthly L3Harris PM-5a & SM-1 PCB CDRLs
  • Act as a liaison between the NECC and the SBS PO as well as between the NECC and L3Harris
  • Provide Facility Instructor Training (FIT) to Tech Ops field personnel as required/requested  
  • Actively participate in the program management responsibilities such as schedule development, contract management oversight, earned value management input, internal program reviews.

Qualifications

  • Technical Advisor with FAA knowledge and experience
  • 20+ years of aviation-related experience
  • Strong background in Technical Operations (Tech Ops) policies, procedures, structure and general practices
  • Experience with Surveillance implementation and integration
  • Experience with implementation process and principles
  • FSEP database knowledge and experience updating information
  • Ability to develop a strategy and work through unique, first of its kind, surveillance challenges with limited guidance and deliver a favorable outcome
  • Experience in project management tools, including Microsoft Office and virtual meeting tools.
  • Strong technical writing skills - prepare formal papers, reports, and presentations
  • Experience with the FAA ADS-B implementation, operations and/or integration, desirable
  • Ability to leverage personal experience and understanding of the Tech Ops organization in order to advance the ADS-B mission, desirable

TYPICAL EDUCATION AND EXPERIENCE: A BA/BS degree in an air traffic related field is required. For all levels, experience is Air Traffic Control (ATC)  full performance level (FPL) experience or equivalent (e.g. military controller, contract tower, commercial dispatch operations, etc.).  Candidate must have ATC experience in any of the following: Terminal, Enroute, Oceanic, Traffic Flow Management, or Flight Service Station.  Candidate must have at least 20 years of relevant experience.  An additional five years experience may be substituted for the degree stated.
