Job Duties Include: 

  • Monitor and provide consultation on the execution of funds for the customer for three separate divisions.  

  • Monitor and provide analysis of spending to assure that the component meets customer obligation and spending goals.  

  • Review month to month annual and multi-year budgets for multiple programs. 

  • Review input and analysis of component spending to assist in prioritization of component spending. 

  • Experience with reviewing and providing comments on  BCR’s and associated documentation. 

  • Review FY spend plans and facilitate discussion with Component and program management on funding needs, prioritization of projects, etc.,  

  • Coordinate with the lead finance officer to monitor on-going requests and tracking of the customer funds.  

  • Collaborate with three components as well as the major sub-components of the customer to review strategy for fiscal year budget planning and execution, prioritization of funding resources, coordinating of changes to funding allocations, and identification of new funding sources.  

  • Review funding shortfalls and surpluses and evaluate recommendations to division, branch, and program mangers regarding the complete expensing of funding allocations.  

  • Coordinate with the Front Office lead finance officer to review funding actions (BCRs, SLA agreements, IAAs), funding documentation, and review briefings and presentations on financial status of contracts and service level agreements.  

  • Assess interagency Agreements (IAA) to facility moving funding between differing agencies (understanding of both the processes and of the documentation associated with the processes), this includes both sending and accepting $$ with IAAs.  

  • Assess documentation to support all phases of IAA creation/use  


Basic Qualifications:

  • Active TS//SCI security clearance with polygraph
  • Must have a Bachelor’s degree in an applicable field OR (4 years of relevant experience may substitute in lieu of degree) and 3+ years of experience
  • CONUS travel may be required ~5 % of time. 
  • Must have 10+ years working with the Sponsor’s Financial System and knowledge of customer and contractor financial methods.  
  • Must have experience with development of impact statements because of budget cuts.  
  • Must have experience with primary organizations financial and contracting tools.  
  • Must have CPA and / or PMP certification
  • Must have understanding of Commit, Obligation, and expense methodology of the customer finance system. 
  • Must have familiarity and experience with the IPOM, IPBS, and CBJ processes.  
  • Must have familiarity with other government agencies budgeting processes (IC and DoD agencies)  
  • Must have ability to work in a dynamic budget environment where changing budget needs will dictate quick and accurate analysis to support Program and component management.  
  • Must have experience with Contractor financial reporting, this is to support the COTR in analysis of performance and contract financial future needs. This will include tracking of burn rates and predictive analysis of contract needs.  
  • Must have experience in the establishment of guidelines and procedures to assure consistent understanding and process across multiple programs, to include providing business advice and best practices to improve the component and program budgeting processes.  
  • Must have experience with the creation of a business plan (primarily the financial part, but must be able to relate these to the technical and business areas addressed).  
  • Must have experience in creation of budget presentations to support programs, components, and above. This requires experience in charting and graphing techniques as well as building of presentations.  
  • Must have experience with plans at the spend line level, we create and manage budgets at this level.  
  • Must have experience with the development and presentation of roll-ups at the BLI, WBS, Project, and Program component and office level. This includes planned and actuals rollups.  
  • Must have experience with budgetary needs as contracts cross POP dates and as the organization crossed FY boundaries. This includes but is not limited to identification and management of end of contract funds and end of year funding. This requires familiarity with the financial rules of multiple agencies.  
  • Knowledge of appropriations law and contract law.  


Desired Skills: 

  • 15+ years working with a customer /contractor financial system 
  • Work within the current component toolset (Portfolio Management Tool) to provide reporting for both office, component, and program managers, strongly desire experience with the current toolset. 
  • There is a potential to have to create a “fee for service” model within our budget. The candidate would require experience here to advise and help the customer team to develop this type of model if required.
