JOB DESCRIPTION: Leveraging domain expertise develops comprehensive understanding of customer requirements and leads the development of a complete solution meeting all technical requirements resulting in a price competitive proposal. Identifies technical staff needs to support Pre-BP and BP activities. Coordinates assignments of technical personnel to proposal efforts. Coordinates with team member technical leadership and technical contributors on solution development, proposal writing, and estimating. Writes and reviews proposals. Oversees the development of basis of estimates (BOE). Provides subject matter expertise to meet customer technical, schedule and cost requirements. Meets with customers on SAIC's capabilities, services and solutions for capture efforts. Provides solution-related technical support after award as needed. (It should be understood that this is not intended to be a detailed nor comprehensive description of any individual employee's job content. Managers set the specific duties and responsibilities for each employee). 

Qualifications

· Responsibility with overseeing all aspects of the Basis of Estimate (BOE) process during all required phases of the specific capture opportunity

· Has experience with all contract types including Firm Fixed and IDIQ's

· Ensures that the appropriate technical subject matter experts are engaged and that the appropriate BOE documentation is captured

· Coordinates or assists with the collection and accumulation of cost, scheduling, and performance elements from functional departments

· Will work with solution architects to assist with development of required financial and technical solutions to defined problems documented by the specific customer solicitation or request

· Leads or assists with the completion of required customer cost volume documentation

· Ensures that all estimators, reviewers and approvers have met the proper training and is compliant to all required SAIC policy and procedures

· Provides subject matter expertise as required to meet customer technical, schedule and cost requirements

· Responsible for ensuring proposal documentation is compliant to all government regulations including FAR and DFARS as well as other solicitation requirements

· Develops or assists with creation of required BOE models, templates or tools including potential Cost Estimating Relationships (CERs), and other parametric analysis necessary to support the given customer solicitation or request

· Leads or assists with research of financial and/or qualitative historical data necessary to support the given proposal effort

· Will contribute and/or participate in all required company gate and internal reviews

 

Bachelors and fourteen (14) years or more of related experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience

· Will be required to have taken the basic SAIC Estimating course for compliance with our cost estimating system (course must be taken every three years)

· Able to work under consultative direction based on assigned projects and objectives · Ability to be self-supervisory

· Participates in development of advanced concepts, techniques, and standards as required · Viewed as an expert in the field of BOE development within the corporation

· Viewed as an expert in the use of Excel - Microsoft Office - proficient with IF formulas, Vlookup formulas, and creation of pivot tables.

Bachelors and fourteen (14) years or more of related experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience

· Will be required to have taken the basic SAIC Estimating course for compliance with our cost estimating system (course must be taken every three years)

Target salary range: $150,001 - $175,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
