SAIC has an opening for a Launch Acquisition Engineer who performs acquisition planning – evaluate and support development of program solicitation documentation, such as acquisition strategy, systems engineering plan, IMP, IMS, and CDRLs for adherence to  policy/guidance; consistency in implementation of its acquisition strategy, technical  approach/requirements/technical reports, acquisition policy/guidance, milestones, forecasts, and  risk assessment. Recommend program acquisition strategies; perform market research; collect, analyze, store, and distribute acquisition “lessons learned”. And other acquisition support related activities to include but not limited to: SMC/LE Strategic Communication Support, Assist Government Program Monitoring, assess Government Program Management Plan Compliance, Assess Government Program Plan Performance, Assist Government Acquisition Knowledge Management.

Specific duties include:

  • Develop acquisition strategies and documents to procure launch services and mission integration activities
  • Perform requirements planning tasks including review and technical assessments of key mission contractual documentation
  • Support annual budget planning and execution reviews, as well as technical and programmatic meetings
  • Perform technical evaluation of contractor proposals
  • Review and track mission requirements, assess adequacy of verification activities, identify risks and opportunities, and develop mitigation or implementation milestones 
  • Identify and evaluate new or changing requirements, capture emerging risks and recommend plans of action consistent with strategic goals
  • Coordinate with internal and external stakeholders, resolving issues as needed
  • Support launch vehicle contractor reviews to assess progress and issues in meeting mission requirements
  • Support contract management activities for ECP forecasting and implementation coordination, award fee evaluation and contractor oversight
  • Assess strategic impacts of proposed launch vehicle fleet changes
  • Identify enhancements and assess viability from a programmatic, business and acquisition execution perspective
  • Verify that recommended acquisition approaches are executable within resource constraints and mission integration risks are identified and mitigated
  • Assess new entrant launch vehicle provider capabilities and processes
  • Leverage launch experience to provide support in preparing for and conducting all required meetings, briefings, and readiness reviews
  • Retain cognizance over launch related studies and provide leadership with timely and relevant assessments
  • Maintain familiarity with client/customer strategic roadmap and updates to US space policy 

 

 

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience

  • Experience required: 5+ years systems integration, 5+ years Government acquisition, and/or 2+ years of customer/client
  • Working knowledge of the acquisition lifecycle requirements
  • Ideally, program management experience and a working knowledge of customer/client budgeting and financial processes
