SAIC is currently seeking a Policy Analyst Principal.The successful candidate will provide Systems Engineering and Technical Assistance (SETA) support to the Irregular Warfare Technical Support Directorate (IWTSD).  The position will be working within the Tactical Offensive Support (TOS) Subgroup that conducts rapid research and development of technical solutions and delivers novel capabilities to enhance the irregular warfare mission for the Department of Defense, Special Operations Community, and Intelligence Community. You will provide support with coordinating research and development projects, developing and refining end-user requirements, providing project management for research and development projects, and managing the IWTSD Broad Agency Announcement (BAA) process. 

Responsibilities:

  • Ensure successful execution and delivery of multiple research and development projects simultaneously from receiving requirements to project completion. 
  • Provide technical and operational advice related to TOS mission focus areas. The TOS focus areas include: Tactical Team Offensive Systems; Tactical Team Communications; Tactical Team Reconnaissance, Surveillance, and Target Acquisition Systems; and Specialized Tactical Team Infiltration, Access, and Exfiltration Systems.
  • Use technical and operational expertise to review developer quad charts, white papers, technical proposals, and cost proposals during the BAA process.
  • Develop documents for project initiation that include Statements of Work, Technical Evaluations, Independent Government Cost Estimates (IGCE), Contract Data Requirements Lists (CDRL), etc.
  • Facilitate and manage the TOS portfolio at a programmatic level, in close coordination with the Government Program Manager.
  • Support operational test and evaluation events, conduct system fielding, and manage feedback collection efforts.

 

Qualifications

Education & Experience: 

  • Bachelor's Degree in Science or Engineering and ten (10) years of experience, Masters and eight (8) years of experience
  • At least 10 years of operational experience with Special Operations Forces (SOF).
  • At least 5 years of experience in advanced military communications, optics, or cyber/digital techniques.
  • At least 5 years’ of experience in Project Management, preferably with Government research and development projects.

Clearance:

  • DOD Clearance: Active Secret with the ability to obtain a TS/SCI clearance

Additional Preferred Qualifications

  • Experience in one or more of the following areas: 
    • Tactical Offensive Systems (ballistics, specialized weapons, breaching)
    • Tactical Communications
    • Reconnaissance, Surveillance, and Target Acquisition Systems
    • Specialized Infiltration, Access, and Exfiltration Systems
