SAIC anticipates a requirement to fill a SW Systems Engineer Lead position in support of the Naval Information Warfare Command (NIWC) Pacific, Maritime Global Command and Control System (GCCS) Family of Systems (MGF) Project, and other C2 and/or C4I projects. This work will be performed on-site in San Diego, CA. This opportunity is contingent upon award in the Winter of 2021/2022.

The Command and Control (C2) Systems Division (Code 532) within NIWC Pacific provides systems engineering, software maintenance, integration, test, and life-cycle support for a wide range of Navy, Joint, and National C4I systems. These systems serve to consolidate Command, Control,  Intelligence, Imagery, Planning, Coordination and Logistic capabilities to provide an integrated C4I capability to the warfighter.

JOB DESCRIPTION: Performs lifecycle technical planning, high level and detailed requirements definition, test planning and execution (to include use cases, test procedures and test data), software systems integration, and technical support for software systems and subsystems. Total software system product may include concept design, test, installation, operation, maintenance and disposal.

The SW Systems Engineer Lead responsibilities may include the following:

Technical Sustainment

• Coordinating and executing services as outlined in the Capability-Based (CB-ISEA) service catalog offerings and its supporting infrastructure.  These services are performed onboard naval vessels and shore facilities, remotely, and within cloud-hosted infrastructure.
• Developing processes and coordinating technical sustainment support including Tier II and Tier III, remote Help Desk support for C2/C4I systems
• Managing and coordinating support for On-Board Technical Assistance (OBTA) and Casualty Resport (CASREP) remediation of C2/C4I systems.
• Management and coordination of installations, integration, exercises, Post Installation Test (PIT), System Operational Verification Testing (SOVT), and integration of C4I components at operational sites.

Sustainment Engineering

• Establish and execute processes for Maintenance Engineering, Lifecycle Engineering, System Integratoin, and Software Development & Maintenance
• Managing and coordinating engineering, logistics investigations and analyses to ensure continued operation and maintenance of a fielded systems.
• Providing support to fleet customers by providing timely data analysis, development, and implementation of engineering changes and tech advisories through approved enterprise processes relative to customer’s service request.
• Manage and coordinate support of the Integrated Learning Environment (ILE) and deploying effective Navy certified training to afloat and shore operational sites.

Qualifications

EDUCATION:

Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience

QUALIFICATIONS & EXPERIENCE:

• Active Secret clearance
• CompTIA Security + certification
• Extensive experience leading CB-ISEA efforts
• Extensive experience leading complex software system support activities
• Extensive experience deploying software updates and modifications to C2/C4I systems
• Extensive experience working within Navy Information Technology (IT) environments
