DescriptionJOB DESCRIPTION: Leveraging domain expertise develops comprehensive understanding of customer requirements and leads the development of a complete solution meeting all technical requirements resulting in a price competitive proposal. Identifies technical staff needs to support Pre-BP and BP activities. Coordinates assignments of technical personnel to proposal efforts. Coordinates with team member technical leadership and technical contributors on solution development, proposal writing, and estimating. Writes and reviews proposals. Oversees the development of basis of estimates (BOE). Provides subject matter expertise to meet customer technical, schedule and cost requirements. Meets with customers on SAIC's capabilities, services and solutions for capture efforts. Provides solution-related technical support after award as needed. SCOPE: N/A LEADERSHIP AND MANAGEMENT: N/A KNOWLEDGE/SKILLS AND ABILITY: Participates in development of advanced concepts, techniques, and standards. Develops new applications based on professional principles and theories. Viewed as expert in field within the corporation. Establishes operational objectives and assignments. Objectives are reviewed by senior management to determine success of operation. Involved in developing, modifying and executing company policies, which affect immediate operation(s) and may have company-wide effect. PROBLEM COMPLEXITY: Participates in development of solutions to problems of unusually complex, which require a high degree of ingenuity and innovation. Challenges are often unique and solutions may serve precedent for future decisions. FREEDOM TO ACT: Works under consultative direction toward pre-determined long-range goals and objectives. Assignments are often self-initiated. Virtually self-supervisory. IMPACT: Decisions affect the financial, employee, or public relations posture of the organization. Erroneous decisions or recommendations would normally result in failure to achieve goals critical to the major objectives of the organization. LIASON: Serves as prime consultant and external spokesperson for the organization on highly significant matters relating to policies, programs, capabilities, and long-range goals and objectives.
QualificationsTYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.
