The Document Operations Lead will manage daily operations for Document Operations (DocOps), Docket Services (e-Filing and Indexing) for all internal and external users of business applications for the Federal Energy Regulatory Commission (FERC).
- Manage personnel resources supporting the DocOps program (10 to 12 employees).
- Interface with both internal and external teams to effectively manage, track, and report on all activities.
- Establish and maintain standard management and reporting templates needed by all projects and tasks.
- Upload and maintain all project artifacts, reports, plans, schedules, and any other documents on FERC’s intranet/FERCollaborate and ensure it is accessible to SAIC Leads and approved Federal staff.
- Monitor, update, and report risks and issues on a weekly basis.
The Document Operations Lead will manage Document Operations teams performing the following functions:
- Consolidate eComment filings to the appropriate record, docket or project
- Manage eFilings submissions as follows:
- Create and execute queries against available eLibrary records
- Extract, encode, and index information or metadata into index fields for detailed document descriptions and characteristics
- Receive and index FERC issuances
- Package signed Issuances and send to Publishing Services for mail-out
- Create and manage Issuance log
- Perform Quality Control to ensure accurate and complete Issuance information published
- Provide on-call support for late-night Issuances (outside of Standard Business Hours)
- Update existing or create new SOPs and SLAs as appropriate
- Review each filing (submissions or issuances) to ensure that files can be opened, that the docket or project numbers are correct and that the description (either default or as edited by the submitter) accurately reflects what was filed.
- Date stamp and scan hard copy submissions; categorize document security (Public, Privileged, Critical Energy Infrastructure Information (CEII) all submissions
- Extract, encode, and index information or metadata into index fields for detailed document descriptions and characteristics
- Perform thorough, page-by-page Quality Control of hard copy and electronic submissions (also in accordance with the Image Quality Control SOP)
- Create a new docket (or sub-docket) and properly classify the submission for eLibrary (also in accordance with the High-Level FOLA SOP)
- Ensure correct routing of Docketed hard copy and electronic materials
- Assign Docket Numbers to hard copy and electronic filings
- Maintain Service, Mail Lists, List of Recipients (LOR)
- Review and resolve all undelivered email and postal mail; ensure accurate contact information and reroute
- Verify company identities and validate material content provided in a submission
- Route hard and soft-copy submissions for review by the Program Offices for determination to accept or reject
- Notify filing entities of acknowledgement of receipt, acceptance or rejection
- Provide ongoing validation of system generated classifications to ensure accuracy of published documents
- Store each filing and route to the FERC Records Management Center for further processing (also in accordance with the Record Management Center SOP)
In addition, the Document Operations Lead will provide recommendations to outline how technology innovation can streamline and improve productivity and operations of the DocOps Program and will work closely with other Program Leads to ensure the technology innovation analysis is in alignment with process improvement recommendations.
The Operations Lead will provide data as requested by Customer or Program Manager including the following:
- Number of hard copy and electronic filings received
- Number of hard copy and electronic filings processed and uploaded to appropriate system
- Number of Issuances received
- Number of Issuances processed and uploaded to appropriate system
- Number of aperture Cards films, and microfilms scanned to appropriate system (planned vs. actual)
- Number of archived flings scanned and uploaded to appropriate system (planned vs. actual)
- Number of filings submitted for Approval
- Total new, open and resolved Service Requests (per application) – FERC Online, PRR, and eLibrary
- Fees collected from filing fees
- Total Docketed Submissions for the week
Qualifications
Required:
- Bachelors and minimum nine (9) years or more managing Document Operations or equivalent education and experience
- PMP Certification highly desired
- Experience managing teams of 10 people or more
- Experience leading teams and projects for the U.S. Federal Government
- Familiarity with document management technologies and knowledge of industry best practices
