Description

Leads the contract and business operations team supporting a IT contract with over 600 staff that will transform enterprise agency IT service delivery under a single master integrator. Reporting to the Program Manager, this position is responsible for contract analysis and compliance, budget preparation, program administration and analyzes performance against plan. Manages invoicing ensuring accuracy and compliance with the contract parameters and government guidelines. Manages subcontracts and subcontractor performance. Prepares schedules for contract work and performs and/or assists in financial analyses such as funding profiles, and variance analysis. Prepares program plans and schedules to ensure program requirements and deliverables are provided on-time, with quality. Prepares program schedules; conducts risk assessments to identify and mitigate risks. Directs preparation, submission and provides negotiation support for proposals, to the government. Performs program financial and contract analyses and provides both external and internal reporting. Interfaces with program and functional management to provide business management and administrative support to meet program requirements. Participates in knowledge transfer and best practices sharing. Supports and provides to program management teams Prepares performance measurement reporting, conducts, variance analyses and develops of Estimates To Complete (ETC) and Estimates At Completion (EAC).

Qualifications

 

  • Bachelors and ten (10) years or more of related experience.
  • 10+ years of experience providing contract and business management support for large IT programs
  • 8+ years’ experience managing all aspects of Business Operations for a large Government contract
  • Experience managing contracts, budgets, scheduling, invoicing, subcontract management, price proposal support, chargeback analysis, and understand Government Fixed Price  contracts
  • Interpersonal skills including the ability to direct, manage and collaborate effectively with senior level customer and program team senior management and possesses excellent written and oral communications.
  • High level proficiency with establishing and managing contract level repositories or portals for deliverables and program artifacts. 
  • Understands agile program/project scheduling and performance measurement
  • Proficient in Microsoft Office Suite, creating professional quality documents, analysis spreadsheets, and presentations for customers.
  • Candidate must possess a US “Public Trust”; a security clearance, Secret (or higher), or be able to obtain a Public Trust clearance.

Desired Education/Skills:

  1. Project Management Professional (PMP)
  2. ITIL® 4 Foundation Level Certification or higher
  3. Familiarity with Government Agency environment and invoicing processes
