This position is contingent upon contract award in the Fall 2021. 

Responsible for analyzing technical and business requirements for assigned contracts in support of a  $1Billion Defense Health  IT contract with over 600 staff that will transform  enterprise agency IT service delivery under a single master  integrator     Reporting to the Business Manager, this position is responsible for  the analysis of contracts, work statements and supporting artifacts to build a set of requirements to enable the seamless transition of service delivery from  a diverse  group of incumbent service providers  to single provider under a new, integrated service contract.  The Analyst will capture and document technical and business requirements from existing contract(s) and build requirements traceability matrices that are further developed based on information provided by internal and external stakeholders.  The analyst then works with the program and technical teams to resolve any gaps and ensures a fully capable transformed service.  The Analyst prepares plans schedules and documentation; conducts risk assessments to identify and mitigate risks.  Interfaces with program and functional management Participates in knowledge transfer and best practices sharing.

Qualifications

Required Education/Skills:

  1. 6+ years’ experience in requirements analysis of contract and technical documentation  and deliverables for a large Government contract
  2. Bachelor’s Degree or Higher in a related discipline
  3. Demonstrated proficiency in requirements gathering techniques, such as interviews, workshops, prototyping and questionnaires
  1. Experience with government requirements management, traceability and scheduling tools, such as  Service Now Demand and Agile Project Management; Jira or Trello
  2. Interpersonal skills including the ability to direct, manage and collaborate effectively with senior level customer and program team senior management and possesses excellent written and oral communications.
  3. High level proficiency with establishing and managing contract level repositories or portals for deliverables and program artifacts. 
  4. Understands agile program/project scheduling and performance measurement
  5. Proficient in Microsoft Office Suite, creating professional quality documents, analysis spreadsheets, and presentations for customers.
  6. Candidate must possess a US “Public Trust”; a security clearance, Secret (or higher), or be able to obtain a Public Trust clearance.
  7. PMI, PMP or equivalent as approved by COR, ITIL 4 Foundation.
