Job Description



The Naval Business Unit, in support of the Defense and Civilian Sector, currently has a career opportunity for a Fleet Senior Training Analyst to provide support to Commander, Carrier Strike Group Fifteen (CSG-15) in San Diego, CA.

The individual in this position will provide training program support and serve as a fleet training and program analyst and action officer for the CSG-15 Training Directorate. Program Analysts have experience at the senior level including supervisory experience.  In general, program analysts review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders.  They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.  Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies.  They are subject matter experts (SME) in their fields of expertise.

The ideal candidate will be an experienced training program analyst and SME.  Echelon III (or higher) staff experience, training range operations experience, and a working knowledge or understanding of naval fleet training implementation and execution are highly desirable. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least six years of applicable program analyst experience in:

U.S. Navy fleet training operations, policy, and staff procedures.

Managing/ prioritizing large, complex projects involving numerous stakeholders.

Leading working groups and cross-functional teams.

Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

Engaging Senior Staff at the Flag Officer/Director/Manager level.

Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.

Specific Functional Area duties include:

Assist in the development of Fleet training plans and programs including training systems, training ordnances and live/synthetic training range operations.

Assist in coordinating and updating senior Government officials on the day-to-day execution of ongoing training events.  This includes obtaining daily updates from various entities participating in the training event, collating, de-conflicting updates and providing a series of daily management level synopsis updates.

Develop schedules and training plans to optimize use of available training resources, to include attending planning conferences, developing planning tools, and recommendations for range support requests.

Assist in the coordination of new integrated training capabilities based on emerging training requirements.

Provide recommendations and advice on Fleet training requirement forums; e.g., OPNAV, Surface and Expeditionary Warfare Training Committee (SEWTC), Combatant Commander, Joint Integrated Product Team (JIPT), Fleet Training Integration Panels (FTIP), Fleet Integration Panels (FIP), Fleet Training Wholeness (FTW), Warfighting Integration Panels (WIP), etc.

Participate in the development and analysis of program objectives in support of USFF/CPF tactical training range systems integration and recommend future modernization and enhancements for Fleet training range support to meet Title 10 requirements.

Collaborate with subject matter experts and fleet Live, Virtual and Constructive (LVC) stakeholders, analyze readiness processes, develop metrics and report results.

Support establishment of Fleet training technology requirements for Live range capabilities.

In coordination with CPF and C3F, liaison to West Coast tactical training ranges and Technical Agents for Live range training capability procurement.  Provide recommendations to government for execution of Fleet training budget in support of Live range training.

In coordination with CPF and C3F, assist in the metrics tracking and reporting requirement of live tactical training range management to aid in reports to Congress, OPNAV and CUSFF.

Assist in coordination and scheduling of meetings and conferences. Participate in and document working groups, meetings, and conferences with LVC stakeholders and users to discuss implementation issues, conduct reviews, and other related projects.

Support the POM planning process: assist in drafting/implementing POM requirements and submissions; participate in the OPNAV POM planning meetings to ensure draft POM submissions map to validated training requirements; assist in drafting and submitting Joint National Training Capability (JNTC) Program Budget Requests (PBRs), Unfunded Requirements (UFRs), dualies and issue papers for submission to C3F; and coordinate with subordinate commands regarding training requirements and required POM submissions.

Utilize Data Collection and Scheduling Tool (DCAST) and Web Schedule of Events (WebSOE) to analyze Strike Groups training received prior to certification.



U.S. citizen with Top Secret Clearance with the ability to get TS/SCI and Bachelor of Arts or Science degree.

Naval active duty experience at the senior officer level.

Fifteen (15) years of general training program analyst and Functional Area experience; see detailed tasks above.

Working knowledge of DCAST and WebSOE tools.

Must possess proven written and verbal communication skills at the senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.

Experience in use of MS Office (e.g., Word, Excel, and PowerPoint) products.


Experience as an Echelon III (or higher) staff officer.

Comprehensive understanding of all phases of the Fleet Response Training Plan (FRTP) and Optimized Fleet Response Plan (OFRP).

Familiarity with Fleet Training policy documents, including the Fleet Training Continuum (FTC) and Type Commander (TYCOM) Training and Readiness manuals.

Understanding of the Fleet Training Command and Control (C2) structure.
