SAIC is seeking a Global Broadcast Service (GBS) Systems Engineering & Integration (SE&I) Lead to join our team that supports the MILSATCOM Systems Engineering Integration and Test (MSEIT) contract in Colorado Springs, Colorado. The candidate must be an innovative and highly motivated leader to manage a team of engineers supporting the MILSATCOM Program Office within the US Space Force, Space and Missile Systems Center. The candidate will act as the GBS Systems Engineering and Integration (SE&I) Lead, managing allocated engineering tasks while providing credible GBS subject matter expertise. The candidate will support the Global Broadcast Service (GBS) Program Office by managing systems engineering activities spanning across development, integration, testing, and sustainment for a new GBS TRANSEC modem. The candidate will apply systems engineering processes to improve enterprise-level architecture, integrate external programs, support testing, and sustain operations. In addition, the candidate will assist the GBS Program Office in identifying system deficiencies, developing options, and implementing sustainable solutions.  
 
Responsibilities include:
  • Lead staff of engineers and SMEs supporting the GBS Program Office
  • Lead technical discussions - systems integration, data transmission improvements, system modifications, test and evaluation, configuration management, integrated scheduling, risk management, obsolescence replacement, user technical data and procedures
  • Support cross-program meetings - GBS Stakeholders Meeting, GBS Program Office Engineering Team Meetings, Technical Interchange Meetings, Test Planning Working Groups, SATCOM Systems Engineering Group, Wideband Working Group, DISA Teleport/Gateway meetings
  • Review production/sustainment CDRLs and recommend approval/disapproval on a basis of technical evaluation
  • Manage the authoring, maintenance, and delivery of key technical products/documents system engineering plan, cybersecurity strategy, system transmission security plan, Authority to Operate package, plan of action and milestones, integrated master schedule, technology roadmaps, engineering studies, technical briefings, material fielding plans, information support plan, system configuration diagrams, engineering studies, and DoD Architecture Framework (DoDAF) viewpoints
  • Provide engineering analysis related to system architecture changes due to current/future policy, industry standards, obsolescence, interface changes, proposed enhancements, etc
  • Support development of requirement documents - system requirements document (SRD), technical requirements document (TRD), operation requirements document (ORD), Concept of Operations (CONOPS), etc · Support technical aspects of the GBS Receive Suite hardware and software
  • Support, coordinate, manage and provide subject matter expertise to planned Developmental Test/Integrated Test/Operational Test by supporting test plans, procedures, test data analysis, deficiency reports, etc

Qualifications

  • Bachelor's degree in engineering, mathematics, physics, computer science, or equivalent technical discipline
  • Must have an active Secret clearance to be considered for the position
  • 15+ years of proven leadership and engineering experience leading diverse groups of projects and personnel
  • 15+ years of experience working with military or DoD civilian clients and managing professional relationships
  • 15+ years of experience managing multiple projects concurrently from start to finish
  • 5+ years of experience with DoD/USAF systems engineering
  • 5+ years of experience with MILSATCOM experience
  • Must have an active Secret clearance to be considered for the position
Preferred Skills: ·
  • International Council on Systems Engineering (INCOSE) Certification
  • Specific experience developing, testing, operating, or maintaining MILSATCOM equipment and systems Experience working in a DoD civilian and multi-contractor environment

Target salary range: $125,001 - $150,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
