The Proposal Lead Estimator (PLE) is an expert in the field of Basis of Estimate (BOE) development and oversees all aspects of the BOE process during an opportunity capture. Works with the Lead Solutions Architect to develop required financial and technical solutions to defined problems documented by the specific customer solicitation or request. Ensures that the appropriate technical subject matter experts are engaged and that the appropriate BOE documentation is captured. Coordinates or assists with the collection and accumulation of cost, scheduling, and performance elements from functional departments. Leads or assists with the completion of required customer cost-volume documentation. Leads or assists with research of financial and/or qualitative historical data necessary to support the given proposal effort. Ensures that all estimators, reviewers and approvers have met the proper training in compliance with required SAIC policy and procedures. Will contribute and/or participate in all required company gate and internal reviews.
