Job Description


SAIC has an opportunity for a Joint Operation Planning & Execution System (JOPES) and Time Phased Force Deployment Data (TPFDD) Planner.  This position is located in Pearl City, HI. 

The Software, Simulation, System Engineering and Integration (S3I) Directorate, DEVCOM Aviation & Missile Center (AvMC) is supporting the USINDOPACOM and the K. Mark Takai Pacific Warfighting Center on Oahu, Hawaii.  This includes Modeling and Simulation (M&S) to support end to end life cycle development and execution, ensuring warfighter readiness and future capabilities are realized.
The JOPES and TPFDD  Planner coordinates the planning and execution of joint and multinational exercises based on the Joint Training System, informed by strategic, security cooperation, exercise objectives and training readiness requirements.  Works pre and post exercise JOPES, TPFDD, land/air/sea movement.  Collects data and develops after action reports and assists with after action briefings for senior client leaders to ensure lessons learned are captured and advise following exercise iterations. 
Example duties include the following: Coordinate organization of the major exercise functions (support group, control group, analysis/assessment plans, training audience, foreign disclosure, etc.), support requirements and joint manning documents. Dialogue with senior leaders, exercise enterprise stakeholders and inclusion of relevant organizations in exercise planning efforts, to include knowledge of the U.S. Interagency, United Nations agencies/funds/programs, international and nongovernmental organizations and the Red Cross/Red Crescent Movement. Organize and participate in exercise planning meetings and develop and present plans documentation. Provide analysis to integrate current in-theater assets and recommend additional forces as required to meet exercise requirements. Develop detailed force sustainment and integration concepts and build those concepts into detailed, executable plans with complimentary TPFDD to support asset mobilization. Build a time-phased force and deployment data (TPFDD) based on the concept of operations and, subsequently, validate movement requirements in the TPFDD after the unit refined movement data has been entered. Coordinate and ensure the end-to-end movement phase of the joint deployment and redeployment process for exercises includes self-deploying forces and forces requiring lift support and is composed of movement from origin to Point of Embarkation (POE), POE operations, and movement from the POE to POD (Debarkation).  Reviews all exercise directives to ensure budget allocation, validation dates, Plan Identification for deployment and redeployment are correct. Create or confirm all JETP transportation plans are in line with budget and translate to executable TPFDD.



  • Minimum of a Bachelor's degree and ten or more years of relevant experience. Master's Degree is preferred. 
  • Ability to travel internationally up to 20% of the time.
  • Recent joint or sub-unified command staff experience with operations and/or plans background.
  • Exercise planning experience at joint theater, joint functional or sub-unified commands, or significant joint exercise planning experience at major service command level.
  • Experience with JOPES, movement, TPFDD development to support major joint operations/exercises deployments of personnel and/or strategic lift requirements.
  • Operational and/or logistical experience in the Indo-Pacific Theater.
  • Knowledge of the operations, sustainment and logistical support required for exercises, deployments, and mobilizations.
  • Strong interpersonal & social skills; proven staff officer or contractor support excellence.
  • Team player.
  • Exceptional written and verbal communication skills.


  • Graduate of Joint professional military education.
  • Recipient of Joint Service Officer Designation.
  • Experience with JTIMS, TPFDD, movement coordination, and JOPES.


CLEARANCE REQUIREMENT:  Must have an active TOP SECRET Clearance with SCI eligibility
