SAIC is seeking a Systems Engineer Principal to join SAIC’s OneSETA team to provide our government customer with Systems Engineering & Technical Assistance (SETA) support in Washington D.C. SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security. As part of the Homeland Security Act of 2002, Public Law 107-296, Congress enacted several liability protections for providers of anti-terrorism technologies. The SAFETY Act provides incentives for the development and deployment of anti-terrorism technologies by creating a system of "risk management" and a system of "litigation management." The purpose of the Act is to ensure that the threat of liability does not deter potential manufacturers or Sellers of anti-terrorism technologies from developing and commercializing technologies that could save lives.

For this position at DHS Office of Safety Act Implementation (OSAI), the Systems Engineer Principal will apply expert knowledge and principles of physical security, anti-terrorism technologies, risk analyses, and program management skills to assist OSAI leadership in managing multi-faceted program activities to implement provisions of the SAFETY Act

The contractor will coordinate efforts with representatives of other elements of the DHS S&T Directorate, and with representatives of other involved agencies and customers at the direction of OSAI leadership. One of the main priorities for OSAI is to efficiently address the increasingly complex applications packages while providing applicants with high quality customer service; ensuring timely responses to inquiries and the completion of evaluations within the congressionally mandated timeline. The contractor will conduct Safety Act reviews to evaluate prospective private sector qualified anti-terrorism technologies services, products, equipment, devices and other technologies proposed to be designed, developed, modified, or procured to prevent, detect, identify, or deter acts of terrorism or to limit injuries, losses of life, property damage, environmental damage, or other potential harmful effects.

Qualifications

Required qualifications:

  • BA/BS + 10 Years of relevant experience or Master’s + 5 years of relevant experience.
  • Must have at minimum, a current interim Secret and the ability to obtain and maintain an active Secret clearance.
  • Must be a US Citizen.

Desired qualifications:

  • Experience in a Systems Engineering Technical Assistance (SETA) environment.
  • Knowledge of the provisions of the SAFETY Act, and of related laws and regulations to implement SAFETY Act program objectives in compliance with the Act.
  • Knowledge of the mission and experience working with the Office of Support Anti-Terrorism by Fostering Effective Technologies (SAFETY) Act Implementation (OSAI).
  • Experience is supporting the SAFETY Act application review process, by having familiarity with the application process to include analysis on the effectiveness of anti-terrorism technologies.
  • Knowledge of DHS research, development, testing and evaluation (RDT&E) programs and an awareness of DHS operational component mission space and technology systems, with emphasis on qualified anti-terrorism technologies.
  • Experience in interacting with senior level private sector business officials and industry representatives, risk managers, and technology subject matter experts to facilitate efficient reviews and management of SAFETY Act applications processing.
  • Travel may be required.
  • Prior DHS contractor fitness (suitability) authorization determination.
  • Prior DHS experience including any DHS components or HQ Directorates, especially DHS S&T.
  • Detailed knowledge of and recent demonstrated experience working with appropriate offices and staff within the HSE, DHS, other Federal Agencies, Congress, foreign partners, industry groups, and private sector stakeholder entities on issues relating to the DHS mission space.
